Kindly find attached the detailed inspection report. Further observations are as under: -
It is submitted that earlier the show cause notice for violation of provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry vide no. 4127-28 dated 24.11.2025 with an opportunity of personal hearing before Senior Environmental Engineer, Zonal Office, Amritsar on 10.09.2025, wherein it was decided as under: -
1. The Project Proponent shall apply for Consent to Operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 with complete documents through online system within 30-days.
2. The Regional Office shall process the consents case of the industry on merit.
In compliance of the decision of the personal hearing the project proponent has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (under green category) for COMMERCIAL OUTLET OF VARIOUS BRANDS @ 46 Numbers/Day, FOOD COURT @ 1 Numbers/Day, KIDS ZONE @ 1 Numbers/Day with requisite documents
Detail of the case are as under: -
1. The project proponent has submitted CA certificate dated 28.12.2025 which it is gross value of fixed assets of Rs. 18.96 Crore. Accordingly, it has deposited Rs 240000/- vide UTR No. ICIN406359161320 dated 04.03.2026 as consent fee under Water (Prevention & Control of Pollution) Act, 1974, Rs. 500/- vide UTR No. ICIN406359153887 dated 04.03.2025 as application form fee, Rs. 240000/- vide UTR No. ICIN406359291886 dated 04.03.2025 as consent fee under Air (Prevention & Control of Pollution) Act, 1981, Rs. 24000/- vide UTR No. ICIN406359158382 dated 04.03.2025 as consent NOC fee, which it is adequate upto 31.12.2033 under both Acts.
2. The project proponent has submitted completion certificate of STP of capacity 20 KLD issued by M/s Guru Ramdas Construction Co., Amritsar and showing component of STP as under: -
Equalization Tank – MBBR Tank - Secondary Clarifier -– Filter Feed Pump – Air Blower – Sludge Drying Beds – Outlet.
3. The project proponent has submitted request letter in this office, wherein it is informed as under: -
Our land bearing Khasra nos. 92/23/1, 92/18, 92/12/2, 92/17, 92/16, 92/5, 92/15 having total area 10 acres falling in the revenue estate of Village Manawala, Tehsil Amritsar-1, District Amritsar falls in mix land area as per Master Plan of Amritsar 2010-31 and said commercial activity is allowed as per by Laws of Master Plan. We have applied for approval of our site plans in Amritsar Development Authority as per one time settlement scheme.
The total covered area of our project is approx. 06 acres and we have our own agriculture land adjacent to the commercial complex and same will be used for the utilization of treated effluent.
There are 60 no. shops in the commercial complex are operating and 50 shops are lying vacant and approximately 250 persons daily visiting the commercial complex and as per Civil Engineering norms about 12 KLD effluent is generated and we have installed STP of capacity 30 KLD for the treatment of domestic effluent considering complete occupancy of commercial complex. The treated effluent is being utilized in our agriculture land having total area 10 acres.
4. The project proponent has submitted partnership deed, site plan and udyam registration certificate etc.
5. The project proponent has submitted an undertaking to the effect that STP has been installed at Khasra Nos. 92/18, 82/17, 92/16/92/4, 92/5 belong to the Randhawa Group. It is further mentioned in the undertaking that the property adjoining to Countryside Outlet mall also belongs to the owners of the Randhawa Group. The treated water generate from the said STP plant currently used for the irrigation purposes only for the adjoining land of countryside outlet mall falling under Khasra Nos. 70//14, 70/15, 70/17, 70/23, 70/24 (05 acres) which is also owned by the Randhawa Group owners.
6. As per conceptual plan submitted by the project proponent the built up area of the project is 13777 sq. meters and does not falls under the ambit of EIA Notification dated 14.09.2006.
7. The project proponent has also attached letter of Amritsar Development Authority wherein the Authority has directed to submit certain documents.
The site was visited by AEE of this office on 22/01/2026 and observed as under: -
1. There are 54 showrooms of various brands and 01 no. restaurant in the premises.
2. The project proponent has installed STP comprising of Equalization Tank – MBBR Tank - Secondary Clarifier -– Filter Feed Pump – Air Blower – Sludge Drying Beds – Outlet
3. During visit the STP was in operation.
4. The treated effluent is being utilized for irrigation purpose in the adjoining agriculture land of project proponent and same is adequate for handling the discharge.
5. The project proponent has installed 02 no. D.G sets of capacity 500 KVA and same are provided with canopy.
It is further intimated that the project falls in green category and as per the delegation of the powers the competency to decide the case of the Building Construction & Area Development Projects having total project cost above Rs. 10 crores up to Rs. 25 crores lies with Chief Environmental Engineer, Jalandhar
Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted to the project proponent up to 31/12/2033 with usual terms & conditions as per the policy of the Board along with special conditions that: -
1. The project proponent shall submit approved site/building plan from the concerned Authorities.
2. The project proponent shall comply with the provisions of Solid Waste Management Rules, 2016 for the effective management of solid waste. |
