It is submitted that the Industry has applied for obtaining consents to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 through online on OCMMS for the production of Non-Torrefied Pellets @ 5 TPH by using Paddy Straw @ 5.75 TPH , with requisite documents.
The industry has submitted registered lease deed for site area of 10 Kanal 3 Marlas on the name of the firm.
The industry has deposited NOC fee of Rs. 10800/- through online vide UTR. no. 285271086 dt. 15.01.2026, against the fixed assets of Rs. 720 lakhs as per project report submitted by the PP, which is adequate for one year under green category.
The industry has submitted a copy from the DTP, Bathinda vide their office letter no. 45 dated 13.01.2026 and the report is reproduced as under –
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਪ੍ਰਤੀ ਬੇਨਤੀ ਰਾਹੀਂ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫ਼ਤਰ ਵਿਖੇ ਵਾਚਿਆ ਗਿਆ ਹੈ ਅਤੇ ਸਾਈਟ ਦਾ ਮੌਕਾ ਨਿਰੀਖਣ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਭਗਤਾ ਭਾਈਕਾ-ਬਰਨਾਲਾ ਮੇਨ ਰੋਡ(MDR-43) ਤੋਂ ਪਿੰਡ ਅਕਲੀਆ ਜਲਾਲ ਵੱਲ ਜਾਂਦਿਆਂ ਭਗਤਾ ਭਾਈਕਾ-ਬਰਨਾਲਾ ਮੇਨ ਰੋਡ(MDR-43) ਤੋਂ ਲਗਭਗ 250 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਲਿੰਕ ਸੜਕ ਦੇ ਖੱਬੇ ਹੱਥ ਪੈਂਦੀ ਹੈ। ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਮੌਕੇ ਉੱਪਰ ਖਾਲੀ ਹੈ। ਆਪ ਵੱਲੋਂ ਪੇਸ਼ ਤਹਿਸੀਲਦਾਰ ਰਾਮਪੁਰਾ ਫੂਲ ਦੀ ਤਸਦੀਕਸ਼ੁਦਾ ਰਿਪੋਰਟ ਮਿਤੀ 08-12-2025 ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਜਲਾਲ, ਹੱਦਬਸਤ ਨੰ: 24, ਤਹਿਸੀਲ ਰਾਮਪੁਰਾ ਫੂਲ, तिला घठिंडा रे धमता है: 149/1/2(1-3), 149/1/1/2(2-0), 150/1/1(7-0) वॅल ववघा 10 ਕਨਾਲ 03 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹਦੂਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। भाथ टॅलें माष्टरीट दिँच Manufacturing of Bio Mass Pallet and Agri. Residue Waste Management System ਦੀ ਫੈਕਟਰੀ ਸਥਾਪਤ ਕੀਤੀ ਜਾਣੀ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਭਗਤਾ ਭਾਈਕਾ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਬਾਕੀ ਹੈ। ਯੂਨੀਫਾਈਡ ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨਜ 2018 अरुमाव माप्टीट दिँछ Manufacturing of Bio Mass Pallet and Agri. The industry has submitted a copy of report from the Tehsildar, Rampura Phul vide their office letter dated 21.01.2026 and the report is reproduced as under-
ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕਿਸੇ ਵੀ ਮਿਊਂਸਿਪਲ ਕਮੇਟੀ ਦੀ ਹੱਦ,ਪਿੰਡ ਦੀ ਫਿਰਨੀ / ਲਾਲ ਲਕੀਰ ਅਤੇ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਆਉਂਦੇ ਹਨ ਜੀ।
The industry has submitted the manufacturing process comprise of Biomass palletization process consists of multiple steps including raw material, Size Reduction (Shredder), Dryer, Powder form (through Hammer mill), palletization (Pellet machine), and cooling conveyors.
The unit has also proposed to install dryer inside the premises. The unit has proposed to install cyclone separator and bag filter with shredder, hammer as well as dryer as APCD to keep the emission within the prescribed norms.
The industry has proposed to install septic tank for treatment of domestic effluent and treated water will be used for tree plantation.
The project site was visited by AEE of this office on 21.01.2026 and it was observed as under
1. The proposed site is lying in the revenue area of village Jalal. Presently the site is vacant plot and only boundary wall is constructed.
2. The industry has not yet installed any machinery at site.
In view of above and as per site classification report by DTP Bathinda and Tehsildar, Rampura Phul the site is suitable for the establishment of such units.
Keeping in view of above it is recommended that the consents to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 for the production of Non-Torrefied Pellets @ 5 TPH by using Paddy Straw @ 5.75 TPH may be granted to the project proponent for a period of 1 year with suitable conditions and special condition that industry shall be bound to abideby the provisions of Master Plan/LPA of Rampura Phul.
