A. It is submitted that the industry is an existing Small Scale Red Category unit.
B. Earlier, Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 was granted vide no. CTOW/Fresh/LDH4/2023/21559092 dated 24.07.2023, valid up to 23.01.2024. The same was subsequently renewed vide No. CTO/Renewal/LDH4/2023/24214378 dated 28.11.2023, valid up to 30.06.2028 for the production of zinc sulphate monohydrate (33% zinc sulphate agriculture/ industrial grade) @ 3000 MT/Year and for the discharge of trade effluent @ nil and domestic effluent @ 0.3 KLD onto land for plantation after passing through septic tank.
C. Consent to Operate under the Air (Prevention and Control of Pollution) Act, 1981 was granted vide No. CTOW/Fresh/LDH4/2023/21559091 dated 24.07.2023, valid up to 23.01.2024. The same was subsequently renewed vide No. CTO/Renewal/LDH4/2023/24214376 for the use of steam coal/wood as fuel in one boiler of capacity 1.2 TPH, equipped with a cyclone as APCD along with a separate adequate stack height; one electrically operated reactor vessel tank connected with a wet scrubber as APCD; two electrically operated rotary drum dryers of capacity
2.5 MT each, connected with wet scrubbers as APCD. The reactor vessel tank and the two rotary drum dryers are connected to a common adequate stack height. Additionally, one DG set of capacity 120 kVA is installed, equipped with canopy and an adequate stack height with special condition that the industry will not operate its process until and unless it obtained registration & passbook and authorization under Hazardous & Other Wastes (Management and Trans-boundary Movement) Rules, 2016 within 06 months.
D. Further, the industry has obtained authorization under Hazardous & Other Wastes (Management and Trans-boundary Movement) Rules, 2016 vide no. HWM/Fresh/LDH4/2023/22869593 dated 10.08.2023, which is valid upto 09.08.2028 for the production of zinc sulphate monohydrate (33% zinc sulphate agriculture/ industrial grade) @ 3000 MT/Year and for collection, generation, storage and disposal of hazardous waste schedule-I Category-6.1 (Sludge and filter press cake arising out of production of Zinc Sulphate and other Zinc Compounds) @ 15 TPA and schedule-I category-5.1 (Used or spent oil) @ 0.05 KLA .
E. The industry has also obtained registration and Actual User Certificate pass book under Rule 9 of Hazardous & Other Wastes (Management and Trans-boundary Movement) Rules, 2016 vide no. PPCB/ZO-II/2023-28/F-11 dated 10.08.2023, which is valid upto 09.08.2028 for hazardous waste zinc ash/ dust/skimmings @ 1850 MTA.
F. The industry has now applied for Consent to Establish (NOC for expansion) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for the manufacture of Zinc Sulphate Monohydrate @ 3000 MTA, Ferrous Sulphate @ 3000 MTA, Zinc Oxide @ 1500 MTA, and Zinc @ 750 MTA. No trade effluent will be generated from the zinc sulphate monohydrate and Ferrous Sulphate manufacturing processes. Trade effluent will be generated only from the Zinc and Zinc Oxide processes, amounting to 2.75 KLD, out of which 2.20 KLD shall be recycled and reused back into the reactor/process system. The remaining quantity of approximately 0.55 KLD shall be completely evaporated through the in-house evaporation system. Accordingly, no liquid effluent shall be discharged outside the plant premises, and the unit shall operate under Zero Liquid Discharge (ZLD) conditions.
G. As per the project report, the total investment in the proposed project shall be Rs.
443.00 Lacs. The industry has deposited an amount of Rs. 14,400/- vide R.No. 102694631 dated 04.01.2026 towards the NOC fee, which is adequate for a period of one year.
H. The industry has submitted letters issued by the DTP, Ludhiana, vide no. 371 dated 22.02.2022 and no. 3039 dated 19.11.2025, confirming that the site of the industry falls within the industrial zone as per the Master Plan, Ludhiana (2007–31).
I. The industry has submitted a project report along with the feasibility report for its proposed expansion, the details of which are as follows:-
a. The existing manufacturing process flow for zinc sulphate monohydrate shall be carried out as follows: Preparation of Raw Materials (Zinc Ash/ Dust/ Skimmings, Sulphuric Acid (Strength 98%) & Water), Leaching, dissolution, filtration, crystallization, drying, inspection, packing for dispatch.
b. The proposed manufacturing process flow for Ferrous Sulphate shall be carried out as follows: Preparation of Raw Materials (Iron Slag/ Ash/ Dust/ Powder, Sulphuric Acid (Strength 98%) & Water), Leaching, filtration, crystallization, drying, inspection, packing for dispatch.
c. The proposed manufacturing process flow for zinc shall be carried out as follows: Preparation of Raw Materials (APCD flue gas dust, Ammonium Chloride, Calcium Chloride, Hydrogen Peroxide 50%, Water), leaching, purification, electrolysis, packing, ready for dispatch.
d. The proposed manufacturing process flow for zinc oxide shall be carried out as follows: Preparation of Raw Materials (Zinc Hydroxide & Zinc Carbonate), calcination (In High temperatures), collection as fine powder, packing, ready for dispatch.
J. The total fresh water requirement for the project will be 16.075 KLD, which will be
abstracted from a submersible pump within the industry’s premises.
a. Approximately 10.6 KLD of fresh water is required for the manufacturing processes of Zinc Sulphate and Ferrous Sulphate; however, no trade effluent will be generated from these processes.
b. Approximately 4.35 KLD of fresh water is required for the manufacturing process of zinc oxide and zinc. Trade effluent generated from these processes is estimated to be approximately 2.75 KLD shall be treated through ETP, out of which 2.20 KLD of treated effluent shall be recycled and reused within the reactor/process system. The remaining effluent, approximately 0.55 KLD, shall be completely evaporated through the evaporation system.
c. Domestic effluent @ 0.9 KLD will be discharged onto land for plantation after septic tank.
d. The industry has proposed to install an Effluent Treatment Plant (ETP) with a capacity of 5.0 KLD based on biological treatment. The proposed ETP will consist of the following components: screening chamber, oil & grease trap, equalization tank, coagulation and flocculation unit, primary tube settler, secondary treatment (biological treatment), sand filter, dual media filter, activated carbon filter, evaporation system (ZLD), and sludge drying beds. The feasibility report of ETP is principally adequate.
e. Approximately 7.5 TPA of hazardous waste under Category 35.3 – Sludge from wastewater treatment (Schedule-I) and about 15.0 TPA under Category 37.3 – Evaporation residue (Schedule-I), will be generated from the ETP and ZLD system respectively, shall be collected, stored in a designated hazardous waste storage area, and disposed of through an authorized TSDF in accordance with the Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016.
K. The industry has proposed to replace the 01 No. Boiler of 01 TPH capacity with Boiler of 02 TPH capacity with cyclone separator followed by the bag filters as APCD. The industry is using wood and coal in boiler as fuel.
L. The industry has proposed to install a Rotary furnace of 1.0 TPH capacity with a primary cyclone separator, followed by a pulse-jet baghouse, and a wet scrubber (Venturi + packed bed) as Air Pollution Control Devices.
M. The industry has proposed to install one reaction vessel tank with cyclone separator followed by the bag filters as APCD and three drum dryers for the production of zinc sulphate monohydrate and ferrous sulphate.
N. The industry has already installed 01 no. Boiler with cyclone separator as APCD. The industry is using wood and coal in boiler as fuel.
O. The industry has already installed one electrically operated reaction vessel tank connected to a wet scrubber as the Air Pollution Control Device (APCD) with an adequately designed common stack height.
P. The industry has already installed 02 electrically operated drum dryer and one crystallizer connected to a wet scrubber as the Air Pollution Control Device (APCD) with an adequately designed common stack height.
Q. The industry has installed one DG set of capacity 120 KVA which are provided with canopy along with adequate stack height.
The site was visited by the Er. Manraj Singh Randhawa, AEE on 22.01.2026 and it was observed as under:-
a. The industry is located at Village Bhagwanpura, Sahnewal–Dehlon Road, Ludhiana, which falls under an industrial zone.
b. The construction of proposed expansion has started at site and same was under progress.
c. The proposed machinery is yet to be installed and no water polluting process has been started at site.
d. The construction of ETP plant is yet to be started.
e. The industry has acquired the adjoining plot contiguous to the existing premises, and the proposed expansion will be installed on this plot.
f. The industry has submitted DTP certificate issued by the DTP, Ludhiana, vide no. 371 dated 22.02.2022 and no. 3039 dated 19.11.2025, confirming that the site of the industry falls within the industrial zone as per the Master Plan, Ludhiana (2007–31).
In view of the above, it is recommended that the Consent to Establish (NOC for Expansion) under the provisions of the Water Act, 1974 and Air Act, 1981 may be granted to the industry upto one year for production of Zinc Sulphate Monohydrate (33% Zinc Sulphate Agriculture/Industrial Grade) @ 3000 MTA, Ferrous Sulphate (3000 MTA), Zinc Oxide (1500 MTA), and Zinc (750 MTA), subject to suitable conditions including the following special conditions:
1. The industry shall submit the approved building plan under the Factories Rule, 1952 from the competent authority or the authorized person of the Department of Labour at the time of consent to operate.
2. The industry shall follow the guidelines/SOP prescribed by the CPCB for the utilization of hazardous waste and obtain registration and a passbook as required under Rule 9 of the Hazardous Waste Management (HWM) Rules, 2016, prior to the expansion of its unit. In case no SOP or guidelines have been provided for their specific activity or manufacturing process, the industry shall obtain permission from the CPCB under Rule 9 of the HWM Rules, 2016 before commencing any expansion activity.
3. The industry shall not carry out expansion or modernization of its unit without obtaining all the necessary regulatory permissions from the PPCB, CPCB, and other relevant departments.
