• The proposed unit is a small scale green category cold store unit.
• The project proponent has applied for obtaining Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention &Control of Pollution) Act, 1981 to the Board through OCMMS of the Board for the establishment of a new unit at Khasra No. 38//12/2 (1-8), 38//19/1/1 (1-3) ਖਸਰਾ ਨੰਬਰ 118/164 ਖਸਰਾ ਨੰਬਰ 51//2 (8-8) ਖਸਰਾ ਨੰਬਰ 195/271 ਖਸਰਾ ਨੰਬਰ 38//12/3 (6-0) ਖਸਰਾ ਨੰਬਰ 237/322 ਖਸਰਾ ਨੰਬਰ 38//19/1/2 (2-0) ਖਸਰਾ ਨੰਬਰ 317/417 ਖਸਰਾ ਨੰਬਰ 38//21 (3-11), 38//22 (8-2), 51//1/1 (1-2), 38//19/2 (4-19), 38//20/2 (5-7), 38//21 (4-0) 27 ਕਨਾਲ । ਮਰਲਾ total land measuring 23 kanal 05 marla of Village Nasirewal, Tashpur to Dudwindi Road, Tehsil Sultanpur Lodhi, District Kapurthala for proposed to Cold Store for storage of Potatoes @132811 number/year under green category.
• The industry has deposited NOC fees Rs. 10800/- vide UTR No. 451409795 Dated 20.01.2026, which is adequate for one year.
• The project proponent has submitted approval from DTP, Kapurthala report and as per the DTP, Kapurthala vide letter no. 558/DTP(K)/EC-1 dated 19.07.2024 & as per which the site falls in local planning area, Fattu Dhinga which has not been notified. As per letter no. 2180-2183 dated 14.06.2023 of Director, Town & Country Planning, Punjab, the site is suitable and the activity is allowed. If the site falls under non-confirming land use zone after notification of Master Plan, then the PP shall be liable to abide by provisions of Master Plan and shall be bound to follow provisions of Section 79, in case the site falls in non-conforming land use zone.
• As per the Naib Tehsildar, Sultanpur Lodhi vide letter dated 29.12.2025, the site of the proposed cold store is outside village Lal Lakir, there is no residential area and a residential house within 100 meters of cold store site.
• To verify the facts, the site was visited by Er. Jaspreet Singh, AEE on 21.01.2026 and it was observed as under:-
1. The site is located in the revenue estate of Village Nasirewal, Tashpur to Dudwindi Road, Tehsil Sultanpur Lodhi, District Kapurthala.
2. The construction work has been started at site. Plant & machinery was under installation.
3. The industry has proposed to use 1.0 KLD of water for domestic use, thus only domestic effluent @ 0.7 KLD will be discharged onto land for plantation after passing through septic tank.
4. The industry has proposed to installed D.G. set of capacity 160 KVA with canopy and adequate stack height.
Keeping in view of above, it is recommended that the consent to establish (NOC) for setting up of cold store unit at its proposed site located at Khasra No. 38//12/2 (1-8), 38//19/1/1 (1-3) ਖਸਰਾ ਨੰਬਰ 118/164 ਖਸਰਾ ਨੰਬਰ 51//2 (8-8) ਖਸਰਾ ਨੰਬਰ 195/271 ਖਸਰਾ ਨੰਬਰ 38//12/3 (6-0) ਖਸਰਾ ਨੰਬਰ 237/322 ਖਸਰਾ ਨੰਬਰ 38//19/1/2 (2-0) ਖਸਰਾ ਨੰਬਰ 317/417 ਖਸਰਾ ਨੰਬਰ 38//21 (3-11), 38//22 (8-2), 51//1/1 (1-2), 38//19/2 (4-19), 38//20/2 (5-7), 38//21 (4-0) total land measuring 23 kanal 05 marla of Village Nasirewal, Tashpur to Dudwindi Road, Tehsil Sultanpur Lodhi, District Kapurthala for proposed to Cold Store for storage of Potatoes @132811 number/year under green category may be granted to the industry for one year with suitable and special conditions that:-
1) This Consent to Establish (NOC) is granted for the establishment of cold store in 23 Kanal, 05 Marla, bearing Khasra No. 38//12/2 (1-8), 38//19/1/1 (1-3) ਖਸਰਾ ਨੰਬਰ 118/164 ਖਸਰਾ ਨੰਬਰ 51//2 (8-8) ਖਸਰਾ ਨੰਬਰ 195/271 ਖਸਰਾ ਨੰਬਰ 38//12/3 (6-0) ਖਸਰਾ ਨੰਬਰ 237/322 ਖਸਰਾ ਨੰਬਰ 38//19/1/2 (2-0) ਖਸਰਾ ਨੰਬਰ 317/417 ਖਸਰਾ ਨੰਬਰ 38//21 (3-11), 38//22 (8-2), 51//1/1 (1-2), 38//19/2 (4-19), 38//20/2 (5-7), 38//21 (4-0) of Village Nasirewal, Tashpur to Dudwindi Road, Tehsil Sultanpur Lodhi, District Kapurthala as per DTP and the Naib Tehsildar report.
2) If the site falls under non-confirming land use zone after notification of Master Plan, then the PP shall be liable to abide by provisions of Master Plan and shall be bound to follow provisions of Section 79, in case the site falls in non-conforming land use zone.
