1....Earlier, paddy straw palletization plants were being granted consent to establish/consent to operate under orange category of industries in Type code-Miscellaneous, inspite of the fact that there was no categorization either by CPCB/PPCB.....
2......With the new CPCB categorization of industries issued on 12.02.2025, non-torrefied paddy straw palletization plants were being granted CTE/CTO under green category of industries- Sr. No. 10- Briquette manufacturing (coal/biomass/coke) with processing involving mixing, mechanized compression and drying and torrefied paddy straw palletization plants were being granted CTE/CTO under red category of industries- Sr. No. 68.4- Hydrogen production through pyrolysis/gasification .....
3.....Accordingly, the industry, which is also a non-torrefied paddy s was granted CTE for establishment of a non-torrefied paddy straw palletization plant in green category as per the prevailing practice under green category at RO level.....
4....The industry now applied for obtaining fiscal incentive at CPCB portal for the non-torrefied paddy straw pelletizing machinery installed by it, which was sent through e-office file no. 350458, wherein it has been brought out by EE RO Amritsar-cum-nodal officer for paddy straw palletization plants that although the CPCB is still under the process of categorization of non-torrefied paddy straw palletization plants, however such type of plants with dryer shall be categorized into orange category and those sun drying pellets shall be categorized into green category until CPCB categorizes them. He further advised the RO to direct the industry to obtain revised CTE/CTO under orange category as it has proposed/installed dryer unit in its premises...
5....As such, the industry has applied for revised CTE under orange category of industries....
In view of above facts of the case, it is recommended for grant of revised CTO to the industry under orange category with special condition that the industry shall even get revised CTO under relevant category as and when the CPCB/Board categorizes such type of units please....
