Accordingly, it is recommended that Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to Sh. Dharminder Singh – Dhirowal Ordinary Earth Mining Project, valid up to the validity of the Mining Plan i.e. 29.07.2027, subject to the following Special Conditions: 1. The consent is valid upto 29.07.2027, or completion of extraction of permitted quantity of 24,526.34 MT ordinary earth, whichever is earlier. 2. The project proponent shall strictly comply with all the terms and conditions stipulated in the Environmental Clearance dated 20.11.2025 and the approved Mining Plan. 3. Permanent pillar marking of the mining lease area shall be carried out before commencement of mining operations, as per the approved Mining Plan. 4. Mining activity shall be carried out strictly within the approved lease area, quantity, and depth as permitted. 5. The Project Proponent shall maintain a correct and updated account of the quantity of mineral mined and dispatched from the mine, mode of transport, registration number of vehicles, name of the person in charge of the vehicle, and the approved mining plan. The said records shall be produced before officers of the Central Government and/or State Government for inspection as and when required. 6. Adequate dust suppression measures such as regular water sprinkling shall be ensured during mining and transportation activities. 7. The project proponent shall not generate and discharge any trade effluent. 8. The project proponent shall ensure that at any time the emission do not exceed the emission standards laid down by the Board from time to time for such discharge. 9. The issuance of this consent does not convey any property right in either real or personal property, or any exclusive privileges, nor it authorize any damage to private property or any invasion of personal rights, nor any infringement of Central, State or Local Laws or Regulations. 10. The consent does not authorize or approve the construction of any physical structures or facilities for undertaking of any work in any natural water course. 11. Mining shall be as per the mining plan approved by the Competent Authority. 12. The mining shall be carried out by the contractor/lesser as per the EMP prepared and development / mining plan prepared as per the Mines & Mineral (Development & Regulation) Act, 1957 / other Acts / Rules related with mining of minerals. 13. The project proponent shall ensure that wherever deployment of labour attracts the Mines Act, the provision thereof shall be strictly followed. 14. The project proponent shall undertake plantation/afforestation work by planting the native species in the nearby area adjacent to mine lease. 15. The project proponent shall obtain necessary prior permission of the competent authorities for withdrawal of requisite quantity of water (surface water and groundwater), if any, required for the project. 16. Any upset conditions in the plant/plants of the project, which is likely to result in increased effluent and/or result in violation of the standards laid down by the Board shall be reported to the Environmental Engineer, Punjab Pollution Control Board, Regional Office Hoshiarpur failing which any stoppage and upset conditions that come to the notice of the Board/its officers, will be deemed to be intentional violation of the conditions of consent. 17. The diversion or bye pass of any discharge from facilities utilized by the applicant to maintain compliance with the terms and conditions of this consent is prohibited except: i) Where unavoidable to prevent loss of life or some property damage. Or ii) Where excessive storm drainage or run off would damage facilities necessary for compliance with terms and conditions of this consent. The applicant shall immediately notify the consent issuing authority in writing of each such diversion or bye-pass in accordance with the procedure specified above for the project proponent shall ensure that no water pollution problem is created in the area due discharge of effluents from its premises. 18. The project proponent shall ensure the compliance of provisions of Punjab Minor Mineral Rules or any Rules/Acts relating to the mining of minor minerals. 19. The Board reserves the right to revoke the consent granted to the project at any time in case the project proponent is found violating any of the conditions of the consent under Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, as amended time to time.
