It is submitted that the poultry farm has applied for obtaining fresh consent to operate under the provisions of the Water Act, 1974 and Air Act, 1981 for the establishment of poultry farm of Bird Capacity @ 90,000 through online on OCMMS with requisite documents under green category.
The poultry farm is an existing unit and has deposited fee of Rs. 29000/- through online vide Reciept. no. 184336135 dt. 04.10.2025, and deposited 22,800/- as a penalty against the total investment of Rs. 12 lakhs for 2018-2019, 14.50 Lakhs for 2019-2020, 16.75 Lakhs for 2020-2021, 22.20 Lakhs for 2021-2022, 24.50 Lakhs for 2022-2023, 32 Lakhs for 2023-2024, 48 Lakhs for 2024-2025 and 63 Lakhs for 2025-2026 ,as per CA report submitted by the PP, which is adequate upto 31.12.2033 under green category after deducting NOC regularization fee.
The DTP, Bathinda vide letter no. 1776, ਡੀ. ਟੀ. ਪੀ (ਬ) / ਸਸ -55 dated 09.10.2023 has sent report for the site of total area 18 Kanals 17 Marlas (2.35625 acre) bearing khasra no. 204//24/1(4-13), 24/2(0-16) ਦਾ ਕੁੱਲ ਰਕਬਾ 5 ਕਨਾਲ 9 ਮਰਲੇ ਅਤੇ ਖਸਰਾ ਨੰਬਰ 204//22(5-17),23(7-11) ਦਾ ਕੁੱਲ ਰਕਬਾ 13 ਕਨਾਲ 8 ਮਰਲੇ ਹੈ, ਅਤੇ DTP, Bathinda vide letter no. 1775 ਡੀ. ਟੀ. ਪੀ (ਬ) / ਸਸ -55 dated 09.10.2023 ਖਸਰਾ ਨੰਬਰ 216//2(4-1), 3(2-16) ਜਿਸਦਾ ਕੁੱਲ ਰਕਬਾ 6 ਕਨਾਲ 17 ਮਰਲੇ ਹੈ, has sent report for the site of total area located in the revenue area of village Bhunder road, Tehsil Rampura and District Bathinda. As per the report, the proposed site falls in the notified local planning area of Rampura Phul, the master plan of which is yet to be prepared.
The industry has submitted report from Tehsildar, Rampura Phul dated 28.11.2025, which is reproduce as under-
ਉਕਤ ਫਾਰਮ ਦੇ 500 ਮੀਟਰ ਤੱਕ ਕੋਈ ਰਿਹਾਇਸ਼ੀ ਮਕਾਨ ਨਹੀਂ ਹੈ ਅਤੇ 200 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਪਾਣੀ ਕੋਈ ਵੀ ਵੱਡਾ ਸਰੋਤ ਨਹੀਂ ਹੈ ਅਤੇ ਨਾ ਹੀ 500 ਮੀਟਰ ਦੇ ਅੰਦਰ ਕੋਈ ਗੁਰੂਦੁਆਰਾ ਸਾਹਿਬ, ਮੰਦਰ ਮਸਜਿਦ ਜਾਂ ਕੋਈ ਧਾਰਮਿਕ ਸਥਾਨ ਨਹੀਂ ਹੈ ਅਤੇ ਨਾ ਹੀ 150 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਨੈਸ਼ਨ ਹਾਇਵੇ ਨਹੀਂ ਹੈ।
The site of proposed poultry farm unit was visited by undersigned on 14.01.2026 and it was observed that-
1. The site of the poultry farm is located in the revenue estate of Vill. Bhunder road, Tehsil Rampura Phul and District Bathinda.
2. The PP has submitted map that poultry shed is located at 10 m from site boundary.
3. The poultry farm is discharging domestic effluent onto land for irrigation/plantation after treatment into septic tank.
4. No trade effluent is being generated from the poultry farm.
5. The poultry farm has provided good ventilation and free flow of air to control the odour problem.
6. The poultry farm has not made proper arrangements to carry out composting of bird droppings.
7. The poultry farm has made a separate arrangements for the disposal of dead birds on daily basis and disposed into burial pit.
8. As per the report submitted by DTP Bathinda and Tehsildar Rampura phul the site is fulfilling the siting criteria notified by the Board for the establishment/operation of poultry farm.
Keeping in view of above, it is recommended that consent to operate of the Board under the Water Act, 1974 and Air Act, 1981 for the operation of poultry farm of Bird Capacity @ 90,000 may be granted for a short period of three months, with the special condition that poultry farm shall carry out composting of bird droppings as prescribed in Environmental guidelines for poultry farm framed by CPCB in January 2022 and following general conditions:-
1. The poultry farm will not generate and discharge any trade effluent without obtaining prior written permission of the Board.
2. The poultry farm shall ensure that there is no nuisance / pollution created from the operation of the poultry farm in the vicinity at any time.
3. The poultry farm shall plant trees wherever space is available inside and outside the unit.
4. The poultry farm shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic thermocol or any other non-biodegradable material in the premises.
5. The poultry farm shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
6. The poultry farm shall strictly comply with the SOPs/ environmental guidelines /code of practice prescribed by the Board/CPCB in Januray 2022 and its amendments from time to time for poultry farm on regular basis.
7. The poultry farm shall assure that no problem of water/air pollution/flies/smell be occurred in the area.
8. The poultry farm shall not install poultry feed mill without the written permission of the Board.
