It is intimated that the industry is a small scale green category unit was earlier granted consent to operate Keeping in view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide CTOW/Fresh/LDH3/2023/21350387 dated 10.03.2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide CTOA/Fresh/LDH3/2023/21350760 dated 10.03.2023 for production of industrial packing material @ 900 MT/Year from fresh granules @ 550 MT/Year and BOPP Film 350 MT/Year. The consent to operate under both the acts has already been expired on 09.03.2023.
Now the industry has again applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 for production of industrial packing material @ 900 MT/Year from fresh granules @ 550 MT/Year and BOPP Film 350 MT/Year.
It is intimated that the Board vide office order no. 394 dated 21.11.2022 has announced Voluntary Disclosure Scheme (VDS), as per which "Under the scheme the industries/institutes/other establishment have to deposit consent fee w.e.f. 01.11.2018 or from the date of the commissioning of the unit (whichever is later). In case the industry is operating before 01.11.2018 and in between the period of 01.01.2010 to 01.11.2018, the industry shall deposit one time notional fee amounting to Rs. 5000/-." As per the scheme the consent fee submitted by the industry under both Acts is adequate upto 31.12.2026.
The industry was visited by AEE of this office on 12.01.2026 and observed that:-
1. The industry was in operation and same was engaged in the process of manufacturing of industrial plastic packing material by using fresh plastic granule.
2. The industry has installed extruder and cutting machines inside the premises.
3. The industry does not generate any trade effluent and domestic effluent @ 0.5 KLD is being discharged onto land for plantation provided along the boundary wall after septic tank.
4. The industry has submitted the copy of approved building plan from the competent person under Factory Act.
5. The industry has submitted copy of area classification certificate obtained from ATP, Ludhiana vide no. 1229/ATP dated 16.02.2016 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2021).
6. The industry has submitted the copy of Udyam Registration Certificate as proof regarding the date of commissioning of the unit i.e. 01.10.2016.
7. The industry has not obtained registration under EPR rules.
8. The industry is complying with conditions of consents granted to it under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that consent under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for the period of 06 months with usual conditions and special condition that it shall obtain registration under EPR rules within 01 month.
