During visit on 07.06.2022, the industry had provided pipeline from the process area of Zinc plating which was ultimately leading to sewer. The industry has failed to submit any proof regarding the disposal of spent effluent to CETP or by any other method during visit. Further. the industry had provided 02 Hot dip galvanizing furnaces of which one was in operation during visit. The black smoke was observed from outside the industry. The industry had not provided any APCD with both the furnaces.
Therefore, the industry was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and 31-A of Air (Prevention & Control of Pollution) Act, 1981 for closure of the unit.
Thereafter, as verified during visits on 15.03.2023, 26.07.2023 and 21.11.2023, the industry was found complying with the provisions of the Water Act and Air Act.
The industry had applied for obtaining consents along with restoration of electric supply and same were granted and electric connection of industry was restored by Competent Authority of the Board temporarily upto 09.04.2023, which was further restored temporarily upto 16.11.2023.
Thereafter the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/ LDH1/2024/24195001 dated 8.02.2024 valid upto 07.08.2024 and under the Air (Prevention & Control of Pollution) Act, 1981 CTOA/Renewal/LDH1/2024/24195022 dated 8.02.2024, valid upto 07.08.2024 for manufacturing of Thread Rod @ 2000 Kgs/day, Bolts @ 1000 Kgs/day, Coupler @ 3000 Kgs/day with directions to the PSPCL Authorities to restore electric connection of the industry temporary for six month i.e. upto 07.08.2024
In compliance to the decision of competent authority of the Board, the industry had submitted bank Guarantee vide no. 034GT02240240007 dated 24.01.2024 amounting Rs. 2 lacs with expiry date of 28.05.2026 as an assurance to comply with the Environmental Laws.
Thereafter, the industry had applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981. The industry was visited by officer of the Board on 03.04.2025 and it was observed that the industry was in operation. The house keeping of the industry is very poor. As per record submitted by the industry the water consumption is not in sync with effluent lifted. In view of the above, the industry was issued show cause notice for refusal of Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 17.04.2025. Sh. Vikas Gupta, representative of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry is engaged in manufacturing of Thread Rod, Bolts and Coupler. The industry has signed agreement of quantity 2500 ltr/month with the CETP operator (JBR Focal Point, Ludhiana) for lifting its trade effluent. The industry was granted consent to operate alongwith restoration of electric connection temporary for six months. They have now applied for further extension in validity of consent to operate alongwith further restoration of electric connection. They are maintaining the record of water consumption in process regularly. As per the record from January 2025 to March 2025, the water consumption is 5566 Ltr and efluent lifting is 4000 Ltrs. The effluent generated during month of February 2025 was very less due to shortage of labour and less production. The industry has improved housekeeping. After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:- 1. The industry shall get its trade effluent lifted to CETP operator regularly and maintain the record of water consumption and effluent lifting. 2. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith restoration of electric connection be granted to industry for six months
Thereafter the industry was granted CTO varied under Air Act,1981 vide no. CTOA/Varied/LDH1/2025/28145886 valid from 02.05.2025 upto 01.11.2025 and and CTO Varied under Water Act,1974 vide no. CTOW/Varied/LDH1/2025/28145888 valid from 02.05.2025 to 01.11.2025 and The electric connection of the industry was restored temporarily for 6 months .
Now the industry has applied for CTO new for manufacturing of Thread Rod @ 2000 Kgs/day, Bolts @ 1000 Kgs/day, Coupler @ 3000 Kgs/day using Zinc, ingots and wire rod as raw materials.
The industry has filled online application form, uploaded latest CA certificate, manufacturing process, site plan location plan, compliance of earlier granted consents, copy of agreement with CETP operator. The industry has deposited Water consent fee: Rs. 64800/- vide online UTR no. N189222030829864 dated 08.07.2022 and Rs. 24300/- vide online e-R no. 535125425 dated 23.11.2023 and Rs. 25600/- vide online e-R no. 683644263 dated 04.12.2024. Air consent fee: Rs. 64800/- vide R. no. 20893299 dated 30.09.2022 and Rs. 16200/- vide online e-R no. 37645537 dated 23.11.2023and Rs. 25600/- vide online e-R no. Rs. 25600/- vide online e-R no. 683644263 dated 04.12.2024 dated 04.12.2024 adequate upto 30/06/2028 under the both Acts as per Board's Office Order dated 29/10/2018 after deducting penalty charges.
The industry was visited by the undersigned on 16.01.2025 and it was observed as under: 1. The industry was in operation. 2. The industry has dismantled and removed the hot dip galvanizing furnaces and the industry has installed 2 hammers, 25 power presses, 6 hydraulic drill machines, 3 wire draw machines, 16 Zinc barells, 2 no. shot blast machines with in built bag filter as APCD and 4 wire cutting machines . 3. The tank meant for storage of effluent is of 10000 ltrs capacity and During the visit approximately 3200 litres water was found stored in the tank. 4. The industry has installed 02 Hammers (01 ton and 1.5 ton), 2 Biller heaters, various headers, Sheet metal presses and other Allied Machinery. 5. The industry has already signed agreement of quantity 6000litres/month on 12.05.2025 with the CETP operator (JBR Focal Point, Ludhiana) for lifting its trade effluent. 6. The industry has installed water meter on the pipeline for conveyance of fresh water to be used in wet process and the reading noted during the visit was 51.69KL.. 7. As per record furnished, opening balance= 2002 litres, Total water consumption in months of July2025=900Litres(2000litres lifted),August=622 litres(0 litres lifted), , September=3255litres(2200litres lifted),October=5653litres(6500litres lifted),November=6122litres(6600litres lifted), December=6382Litres(6700litres lifted). After considering total evaporation losses @ 10%, record pertaining to fresh water consumption and trade effluent lifted are in consonance.. 8. The industry has installed 01 no. D.G. sets of capacity 45 KVA with canopy & adequate stack height. 9. The industry is complying with the decisions of the personal hearing and also the provisions of the Water Act,1974 and Air Act, 1981. 10. In the subject cited case, the industry has mentioned ground water extraction @ 1.0 KLD. Considering 25 working days per month, ground water extraction will be 25 KL/month, which is less than 300 KL/month.11. The industry is located in Focal Point, hence it does not require SAC clearance under Factories Act, thereby fulfilling the site suitability criteria.
It is therefore recommended that:
'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air Act, 1981 may be renewed for 6 months upto 23/07/2026 with suitable conditions as per policy of the Board.
Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued to the PSPCL Authorities to further restore electric connection temporarily for 6 months after approval of the Competent Authority
