File Note: • Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 which are valid upto 30.09.2025 for manufacturing of hand tool items @ 11 Metric Tonnes/Day by using wooden handles @ 800000 Nos./Year and iron round @ 11 Metric Tonnes/Day as raw material. • Then, the industry was granted consent to establish (NOC for expansion) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 valid upto 31.08.2026 for manufacturing of hand tool and gardening tools items @40T/day by using Wooden Handles @1600000Nmber/Year and Iron Round @ 40T/day as raw material. • The industry was granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 valid upto 30.06.2030. • Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of for manufacturing of hand tool items @ 11 Metric Tonnes/Day by using wooden handles @ 800000 Nos./Year and iron round @ 11 Metric Tonnes/Day. • The industry has submitted the approved building plans from competent person approved under Director of Factories, Punjab. • The industry has submitted compliance of the conditions of earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. • The industry has submitted request letter with the application in which mentioned that:- “This is for your kind information that we have applied for renewal of Air and Water Consent under the previously approved consents, i.e. CTOA/Varied/JAL/2020/13519503 for Air Consent and CTOW/Varied/JAL/2020/13519481 for Water Consent, which were valid up to 30.09.2025. Further, we have applied for NOC for expansion of the existing unit under NOC Certificate No. CTE/Exp/JAL1/2025/29138467, which is valid up to 31.08.2026, for newly identified land adjoining our existing plot area, namely B-17, B-24, B-25, and B-26. We wish to inform you that, due to certain unavoidable circumstances, the proposed expansion project is still under progress and may require additional time for completion. Till such time, we kindly request you to renew our Air and Water Consent considering the existing machinery installed at our present premises located at B-14 & B-15. The varied consent shall be applied for after completion and installation of machinery in the additional plant area. We assure you that all operations shall be carried out in compliance with applicable environmental rules, norms, and consent conditions.” • The industry was visited by Er. Deepak Chadha, EE alongwith Er. Manpreet Singh Jaura, AEE of this office on 22.01.2026 and observed that: 1. The industry was in operation and is engaged in manufacturing of hand tools. 2. The industry has installed 5 no. induction billet heaters and 5 no. induction hardening furnaces at site. 3. The industry has installed total 04 no. shot blasting machines with individual bag house filter as APCD with each alongwith separate adequate stacks. 4. The industry has now installed total 4 no. powder coating booths with individual inbuilt multi cyclone as APCD with each and connected to common adequate stack. 5. The industry has installed 1 no. diesel fired baking oven with adequate stack. 6. The industry has also installed 02 no. oil fired forging furnace with adequate hoods and stacks. 7. The industry has also installed 2 Nos. D.G sets of capacity 500 KVA, 2 no. DG set of capacity 320 KVA and 1 no. DG set of capacity 25 KVA with acoustic enclosure and adequate stack. 8. There is no source of trade effluent generation and only domestic effluent is generated which is being discharged into sewer. Entire cooling water is re-circulated by the industry. • The industry is a orange category large scale unit and competency to decide such cases lies with Chief Environmental Engineer, Jalandhar. Recommendations :- Keeping In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.09.2030 with suitable conditions as per policy of the Board and with special condition that the industry shall apply for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 after expansion / addition at site immediately.
