Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
It is submitted that the project proponent has applied for obtaining consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the establishment of Residential plots @ 478 Numbers/Day, Commercial Plots @ 48 Numbers/Day and Community centre @ 01 Numbers/Day with domestic effluent @ 799 KLD.
Detail of the case are as under: -
1. The project proponent has submitted a project report duly authenticated by CA, as per which the proposed fixed assets of Rs. 1432.66 Lakhs. Accordingly, it has deposited Rs. 22100/- (including Rs. 500/- as application fee) vide Receipt No. 77797469 dated 05/11/2025 as NOC fee, valid for a period of one year.
2. The project proponent has submitted site plan/ building plan approved by Commissioner, Municipal Corporation, Amritsar having area 23.9876 acres at Village Sultanwnd Sub Urban, Tehsil & District Amritsar.
3. The project proponent has submitted License for setting up of a residential Colony namely Orchard Township Hadbast No. 373, Khasra no. 890, 901, 902, 904, 905/3, 953, 951, 952, 982, 983, 984, 985, total area of the colony 16100.00 sq. yards (23.9876 Acers) at village Sultanwind, Sub-Urban, Mahal-2, District Amritsar issued by the Municipal Corporation, Amritsar vide No. 746 dated 05/08/2025. Accordingly, the project is not covered to obtain EC as per EIA notification 2006.
4. The project proponent has submitted feasibility report for installation of STP of capacity 1000 KLD, prepared by Universal Enviro Engineers, Amritsar. Detail of component is as under: -
Bar Screen - Oil & Grease Trap – Equalization Tank – MBBR Tank – Tube Settler – Prefiltration Tank – Pressure Sand Filter – Activated Carbon Filter – Sludge Drying Beds – Outlet.
5. The project proponent has submitted land documents and detail of solid waste management etc.
6. The project proponent has proposed to generate domestic effluent @ 803 KLD out of which 04 KLD onto land for horticulture in an area of 7117.534 sqm and rest 799 KLD discharged into sewer. In this regard, the project proponent has submitted site plan showing area reserved for development of green area.
7. Further, as per water requirement and consumption detailed submitted by the project proponent are as under: -
Water Requirement for residences
Total number of residential plots (including EWS) = 478
No. of Persons for each plot = 15
Total No. of Persons = 478 x 15 = 7170
Water required @ 135 Litres /day = 7170 x 135 Litres/day - 967950 Litres/day
Water Requirement for Commercial Plots
Commercial Area = 48 Plots (Only 1 Floor)
No. of persons for each booth (double storeyed = 1 persons per 3m2
No. of Persons = 904
Water required @ 45 Litres/Day = 43392 Litres/day
Water Requirement for Community centre
No. of persons = 85 Persons
Visitors’ population (10% of residential population) = 717
Water required [floating] @ 15 lpcd = 802x 15 = 12030 Litres/Day
TOTAL WATER REQUIREMENT [1+2+3] - 967.95+43.39+12.03 = 1023.37KLD, Say 1024 KLD
Waste Water Generated @ 80 % = 1024x 0.8 = 819.2 KLD, Say 819 KLD
The site was visited by AEE of this office on 20/01/2026 and observed the following: -
1. The site is located in the right side of the Amritsar to Sultanwind
2. Construction of the boundary wall has been completed by project proponent. Work regarding laying sewer pipeline and road construction shall be started in next month.
3. Construction of work related to installation of STP has not started yet by the project proponent.
It is further intimated that the as per new categorization of the industry i.e. 10.1 Building construction project 5,000 sq. m., but < 20,000 sq. m. built-up area project falls in orange-category and as per the delegation of the powers the competency to decide the case of the Building Construction & Area Development Projects having total project cost upto 25 crores lies with the Chief Environmental Engineer.
Keeping in view of above, it is recommended that the consent to establish (NOC) applied by the project proponent under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted for one year as per the policy of the Board along with special condition that that the project proponent shall submit the requisite permission/consent from the Municipal Corporation for the discharge of treated effluent into its sewerage system. It shall also be explicitly certified by the Municipal Corporation that adequate infrastructure and treatment capacity are available to receive, treat, and dispose of 800 KLD of domestic effluent generated from the township. |
