The report of the RO may kindly be perused, Onexamination it is observed that The project proponent is a small-scale green category residential project covered under category 10.2 i.e. Building construction project 5,000 sq. m., but < 20,000 sq. m. built-up area (without connectivity to terminal STP). • The project proponent has applied for ‘Consent to Establish' (NOC) for the establishment of a residential colony at Village Maheru, Hadbast No. 84, Phagwara, Kapurthala with requisite documents. s per the Layout plan submitted by the project proponent, it shall have COMMERCIAL SHOPS @10 Numbers and RESIDENTIAL COLONY (NO OF RESIDENTIAL PLOTS) @ 189 Numbers. • The built-up area will be 19022.54 square meter (18605.86 square meter residential and 416.68 square meter commercial), which is less than 1,50,000 square meter and hence the project is not covered under EIA, 2006. • As per RO report the site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009. • The project proponent has submitted feasibility report for control of pollution. As per the feasibility report, 99.09 m3/day domestic effluent will be generated and STP of capacity 100 m3/day has been proposed to be installed at site. The STP will be based on MBBR technology which is principally adequate. Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the colony for one year with suitable conditions and with special conditions that:- 1. The project proponent shall comply with the various terms and conditions of the license granted to it. 2. The project proponent shall not discharged treated effluent except as per proposal submitted by the project proponent. 3. The promoter company shall ensure that the total built up area of all individual projects/plots combined together is not more than 1,50,000 sqm, otherwise the project as such is covered under category 8(b) of the schedule appended to the EIA notification and project proponent of the area development project is required to obtain the environmental clearance, failing which, the promoter company shall be liable for action for the violation of EIA notification dated14/09/2006. 4. The Project proponent will submit registered lease deed of land 0.66 acre for disposal of treated water onto land for plantation as per karnal technology. 5. The project proponent shall obtain permission from the PWRDA for the abstraction of ground water. 6. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month. 7. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis. 8. The project proponent shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting by providing mechanical composter of capacity 150 kg/day. 9. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 10. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project 11. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016. (Competency - Senior Environmental Engineer, Jalandhar) |
