It is submitted that the project proponent has applied Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Packaged Drinking Water @ 28000 Ltd/day using Ground Water @ 30 Ltd/day as raw material along with requisite documents.
The project proponent has submitted brief project report as per which proposed project cost is Rs. 85 lakh. The project proponent has deposited Rs. 2900/- vide R no. 304023175 dated 15.01.2026 and Rs. 1300/- vide R no. 483006646 as NOC fee, which is adequate for one year.
The project proponent has submitted transfer of industrial plot no. E-455 issued by PSIEC vide letter no. 623 dated 12.04.2007 for manufacturing of Readymade Garments in favour of Sh. Dipit Kumar Gupta on 99 year lease.
The project proponent has submitted deed of conveyance executed on 26.03.2012 between PSIEC and Sh. Dipit Kumar Gupta.
The project proponent has submitted sale deed executed on 11.02.2010 between Mr. Sukhpal Singh, Mr. Harsimran Singh & Mrs. Harbhajan Kaur and Mr. Bhupinder Bir Singh, Mr. Amarbir Singh & Mrs. Amarjit Kaur.
The project proponent has submitted lease deed executed on 08.10.2024 between Sh. Bhupinder Bir Singh, sh. Amarbir Singh &Smt. Amarjit Kaur and M/s Ping Beverages. The project proponent has submitted proposed site plan.
The site was visited by undersigned on 21.01.2026 and it was observed as under:-
1. The unit will be engaged in manufacturing of packaged drinking water in PET bottles using RO-based purification technology in three quantities i.e. 250 ml, 1 Litre and 20 Litre
2. Plant and machinery has been installed by the project proponent. However, the same is not operational yet.
3. The manufacturing process includes following steps:
Raw water collection Sand filtration Activated carbon filtration Micron filtration Reverse osmosis treatment UV & ozone disinfection Bottle blowing from PET preforms Bottle rinsing, filling & capping Labelling and batch coding Shrink wrapping and dispatch
4. The project proponent will consume ground water using borewell for fresh water consumption. The project proponent has applied with PWDRA for the same.
5. RO reject will be the only trade effluent generated from the process which will be stored in tanks of 5000 litre capacity and will be reused for washing and domestic purpose.
6. There is no source of air pollution as the project proponent has not proposed any DG set or furnace/boiler.
In view of above, if approved, the consent to establish may be granted for one year i.e. upto 31.12.2026 with suitable and additional conditions as under:-
1. The project proponent shall not commence its operations without obtaining consent to operate from the Board.
2. The project proponent shall not extract the ground water for water consumption without obtaining the permissions from PWRDA.
3. The project proponent shall take appropriate measures to utilize the reject water generated from the RO plant and PET bottle washing. A dedicated container or storage tank with proper labeling shall be provided for the collection of reject water, which shall be reused for non-potable purposes such as floor washing, toilet flushing, and other similar applications.
4. The project proponent should not commence the process which converts its activities from Green to Orange/Red without obtaining prior permissions from the Board.
