File Note: It is intimated that report submitted by the RO was examined and it was observed that the project is a Small scale Orange category Commercial project covered under Category 2091- Area/Infrastructure Development Project including educational institutions, community hall, IT Park, Theme park (Not covered under EIA notification 2006). Earlier, the project proponent was granted Consent to Establish' (NOC) under Water Act, 1974 & Air Act, 1984 Vide No. CTE/Fresh/JAL2/2024/24736922 dated 05/03/2024 valid upto 23/01/2025 for establishment of Commercial shops (G+2) @33 Numbers/day and discharge of domestic effluent @12.0 KLD with suitable conditions mentioned therein. • Now, the project proponent has applied for fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board with requisite documents. • The project proponent has deposited Rs. 120000/-, Rs. 24000/- as Other, NOC Fee and Rs. 500 as Form fee vide UTR/Reference No. 439476529 dated 26.12.2025 Under Water Act, 1974 and Rs. 120000/- vide UTR/Reference No. 738025529 dated 26.12.2025 Under Air Act, 1981, which is adequate upto 30.09.2030. • The project site was visited by Er. Jatinder Soni, EE and Er. Rajinder Singh, AEE on 09.01.2026 and it was observed as under:- 1. During visit it is observed that one commercial shop (G+2) has been completed and civil work of commercial shops (G+1) @32 Numbers has also been completed. Construction of second floor of 32 commercial shops is underway. A McDonald’s drive-through has been started within the project premises. 2. The Project proponent has installed STP of Capacity 20 KLD based on MBBR technology which is principally adequate. 3. Out of the total treated effluent (~12 KLD), about 4.8 KLD will be reused internally for flushing purposes via a dual plumbing system and the remaining effluent (~7.2 KLD) will be discharged in an adequate green area measuring 0.5465 acres. 4. The Project Proponent has installed one D.G set of capacity 500 KVA with canopy and adequate stack height. Keeping in view of above, As recommended by RO May if approved the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the colony upto 30.09.2030 with suitable conditions as per Board's policy and subjected to following :- 1. The project proponent shall not increase the built up area of the project beyond threshhold limit of EIA notification for construction projects in any case, without obtaining the Environmental Clearance from the concerned authority and the revised Consent to Establish of the Board. 2. The project proponent shall maintained adequate plantation area for utilization of treated effluent. 3. The project proponent shall comply with the provisions of Solid waste management Rules, 2016. 4. The project proponent shall comply with the provisions of the Noise Pollution (Regulation & Control) Rules 2000. 5. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of noise/ sound pollution caused by use of loud speakers, public address system etc. issued by Punjab Government, Deptt. of Science, Technology & Environment vide notification no. 3/100/2013-STP(4)/145 dated 26.02.2014. 6. The project shall obtain permission from the concerned Department(s) and shall comply with the conditions of relevant permissions obtained by it from other related Departments (if any). 7. The consent is being issued to the project proponent based upon the undertakings/documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 8. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
