File Note: Sir, • The industry is a small scale red category unit. • The industry was earlier granted Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 Vide no. CTOW/Varied/JAL1/2022/17945132 dated 17.03.2022 valid upto 30.06.2027 and Air (Prevention & Control of Pollution) Act, 1981 Vide no. CTOA/Varied/JAL1/2022/17944842 dated 17.03.2022 valid upto 30.06.2027 for manufacturing of Non-ferrous @0.5 T/day Ferrous @ 0.6 T/day Glass @ 0.3 T/day Plastic Granules @ 0.4 T/day by using E-waste @ 2.0 T/day as a raw material by installing 1 no. dismantling and crushing section with cyclone separator, 1 no. induction melting furnace with bag filter house as APCD and 1 no. DG set @ 185 KVA with canopy in its premises under red category. • Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of product Non-ferrous @ 3 T/day, Ferrous @ 3.6 T/day, Glass @ 1.8 T/day, Plastic Granules @ 2.4 T/day by using E-waste @ 12 T/day as a raw material by installing 1 no. dismantling and crushing section with cyclone separator,01 CRT cutting machine with dust collector, 1 no. induction melting furnace with bag filter house as APCD and 1 no. DG set @ 185 KVA with canopy in its premises under red category. • The industry has already deposited Rs. 72000/- vide UTR no.AXSK213550000719 dated 21.12.2021 under Water Act, 1974 and Rs. 50400/- vide UTR no. 994929741 dated 22.12.2025 under Water Act, 1974, Rs. 72000/- vide UTR no.AXSK213550000728 dated 21.12.2021 under Air Act, 1981 and Rs. 52600/- vide UTR no. 88380721 dated 22.12.2025 under Air Act, 1981, Rs 8800 vide UTR no.AXSK213550007112 dated as 21.12.2021 NOC Regularization fees and Rs 500 vide UTR no.AKSK213550000751 dated 21.12.2021 as a form fees which are adequate upto 31.12.2030. • The industry was visited by Er. Deepak Chadha EE and Er. Sunny Singh AEE on 23.01.2026 and it was observed that:- 1. The industry was in operation during visit and engaged in E-Waste Dismantling and Recycling Facility. 2. The industry has installed 1 no. dismantling and crushing section with cyclone separator and. Which is further followed by size separator provided with dust collector as APCD attached to stack of adequate height Moreover a magnetic separator is provided to remove iron content from e-waste & has installed CRT machine with dust collector at site. 3. The industry has already installed 1 no. induction melting furnace with bag filter house as APCD. During visit emission sample was collected and sent to Zonal Lab, Jalandhar for analysis and report of the same was awaited. 4. The industry has installed 1 no. DG set @ 185 KVA with canopy. The industry has installed 1 no. electric heating chamber. The industry has already provided 1 no. shredder for converting plastic waste into granules. 5. The industry has installed ETP for treatment of its trade effluent based on Physico-Chemical treatment process having components Screening ChamberCollection Tank coagulation cum flocculation tankprimary settler filter feed tank multigrade pressure filter activated carbon filterdisposal. The ETP is not commissioned yet and it will be used for metal refining process at site. Domestic effluent is being discharged into sewer.(Feasibility report Attached) 6. The industry has already submitted approved building plan from competent person under Factory Act, Punjab. 7. The representative of the facility already given undertaking that they are capable of recycling of all electrical & electronic waste. However plastic & lead acid batteries are the only fraction of material that cannot be recycled in its premises & for that they have made agreement with M/s Sheetal Traders plot no. 397 Eco tech-I extn.Greater Noida, Gautam Budh nagar Uttar Pradesh for plastic waste recycling & M/s Om enterprises co, Dhogri road, Nurpur Distt, Jalandhar for lead acid batteries recycling. 8. As per the new categorization the industry falls in Red category and the competency to decide the NOC/consent case resides with the Hon’ble Chairperson of the Board. 9. The industry is also complying with the condition of consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981. In the view of the above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the facility upto 30.06.2030 with usual conditions and special conditions that:- 1. The facility shall ensure that the facility and recycling processes if any which are to be adopted should be in accordance with the standards or guidelines prescribed by the Central Pollution Control Board from time to time. 2. The transporter/refurbished/ dismantler/recycler shall be liable to pay financial penalties as levied for any violation of the provisions under E-waste Rules 2016 by the State Pollution Control Board. 3. The facility shall ensure that the fractions or material which could not be recycled in its facility is sent to the respective authorized recyclers. 4. The industry shall comply with the prescribed parameters/checklist for verification of systems provided for management of E-Waste by the dismantlers/recycler under E-Waste (Management) Rules, 2016 as amended in 2018. 5. The industry shall inform the Board prior to operating the ETP for the metal refining process and shall get the effluent samples analyzed from the Board’s laboratory.
