It is submitted that the subject cited industry is a small scale red category unit.
Earlier, the complaint was made by Sh. Gourav Arora resident of Guru Amar Dass Colony, Giaspura, Ludhiana, was received in this office on 23.09.2025, wherein it was alleged that a unit namely M/s G.K Enterprises, is violating the provisions, of the Water Act, 1974.
To check the content of the complaint the industry was visited by the officers of this office on 08.10.2025 and contacted Sh. Parmod, representative of industry. During visit, it was observed as under:
1. During visit the industry was found in operation and is involved in electroplating process (Zinc Plating).
2. The industry has installed 3 no. Barrel, 1 no. Dhol, 1 no. Drier, 1 no. Electrifier in its premises.
3. The industry has provided MC supply as a source of fresh water.
4. The industry has been made an Agreement with CETP facility of 2 KL which is valid upto 04.08.2028.
5. The industry has not installed any water meter in the premises and using unmetered source of water supply.
6. The industry has not maintained any water consumption records.
7. The industry has provided 1 no. storage tank of 2 KL capacity.
8. The industry has only produced 3 slips of effluent lifted during the time of visit.
9. The water from the process area was made directed to the storage tank, and its flow into the tank was visibly observed, hence no bye pass was observed.
Accordingly, the industry was given personal hearing before Senior Environmental Engineer on 27.11.2025 w.r.t. show cause notice for violation of the provisions under the Water Act, 1974, wherein, it was decided as under:
1. The industry shall apply for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, within 07 days.
2. The industry shall submit the proof regarding the date of commissioning of the unit at the said location, within 07 days.
3. The industry shall regularly lift its trade effluent to the CETP operator in accordance with the agreement and ensure that no trade effluent is discharged into sewer or through any unauthorized means under any circumstances.
4. The industry shall maintain proper daily record of fresh water consumption and effluent lifted to the CETP and shall keep it available at site always.
5. The industry shall provide additional storage tank to avoid any overflow from the main process tank, in case effluent is not lifted in time by re-processor/CETP operator.
6. The industry shall take up the matter with CETP operator for increasing the frequency for lifting of trade effluent, so that timely disposal of the effluent could be ensured
7. The industry shall install CCTV cameras with 30 days of backup, facing towards the entry gate of the processing shed, fresh water meter installed in processing area & effluent storage tank, within 15 days. The industry shall devise a self-monitoring mechanism through CCTV cameras to ensure that no unmetered fresh water is taken for the process and no illegal disposal is made.
8. The Environmental Engineer, Regional Office-2, Ludhiana shall visit the industry to verify the compliance of the above said decisions and send report alongwith recommendations in the matter within 15 days.
Now, it has applied for obtaining fresh consent to operate under the Water Act, 1974 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 3.46 Lacs as on 30.09.2025 as per CA certificate dated 10.10.2025, which is adequate upto 30/06/2030 under Water Act, 1974, as per Board's Office Order dated 29/10/2018 after deducting penalty charges and NOC regularization fee.
Accordingly, the industry was already visited by the officer of the Board on 23/01/2026. During the visit, it was observed as under:
1. The industry was not in operation during visit due to electric cut.
2. It manufactures Zinc Plated Fastener (Nuts /Bolts /Washers etc) @ 1.5 MTD by using raw material as Fastener (Nuts/Bolts/Washer etc) @ 1.5 MTD, HCL Acid @ 20 Liter/day, B-Salt @ 2.0 KLD, Zinc Silly @ 3.0 Kgs/day, Caustic Soda @ 1.0 Kgs/day and Trivalent Chrome Passivation @ 0.200 Liter/day.
3. The manufacturing process of the industry is as Raw material - Degreasing/Acid Pickling - Rinse in water - Zinc coating in barrel - Rinsing in water - Passivation - Drier.
4. The industry has made agreement with M/s JBR Technology Pvt. Ltd., Ludhiana (CETP) for disposal of its trade effluent @ 2000 ltr/month.
5. The industry has installed water meter on pipeline leading to process area whose reading during visit was 6.69 KL.
6. Lastly, the industry was lifted its trade effluent to CETP @ 1000 ltr on dated 21.01.2026.
7. The industry is maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. The audit report is enclosed herewith.
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
8. No bye pass of effluent was observed during visit.
9. Domestic effluent generated by the industry is discharged into sewer.
10. The industry has installed 02 no. CCTV cameras, 01 facing towards the fresh water meter installed in processing area and another covering wet process area and storage tank.
11. The industry has not installed any DG set.
12. The industry has provided storage tank of capacity 2000 Ltr, which was found 10 -15 % full.
13. The industry has submitted building plan prepared by Sh. Sukhjinder Singh approved Architect from Director of Factories, Punjab.
Site suitability
The site of the industry falls in Industrial Area-C as per khasra no’s mentioned in the gazette notification.
In the subject cited case, the industry has mentioned ground water extraction @ 0.33 KLD. Considering 25 working days per month, ground water extraction will be 8.25 KL/month, which is less than 300 KL/month.
It is therefore recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2030 with suitable conditions as per policy of the Board.
