Previous Details: -
It is submitted that the hospital is a 100 bedded hospital. Earlier, the hospital was granted fresh Consent to Operate under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2025/28869880 dated 26.06.2025 and under the Air Act, 1981 vide no. CTOA/Fresh/SGR/2025/28869877 dated 26.06.2025, both valid upto 31.12.2025 for 100 beds capacity and for Domestic Effluent @ 27.2 KLD : Onto land for plantation after treated through ETP-cum-STP.
The hospital has obtained authorization under the Bio Medical Rules, 2016 vide no. BMW/Fresh/SGR/2025/29275071 dated 20.08.2025, having validity upto 31.12.2025 for 100 beds.
Further, the HCF has also applied for obtaining renewal of authorization the Bio Medical Waste Management Rules, 2016, which is under process separately.
Proposal of HCF: -
Now, the hospital has applied for obtaining renewal of consent to operate under the provisions of the Water (Prevention and Control of Pollution) Act, 1974 & the Air (Prevention and Control of Pollution) Act, 1981 for capacity of 100 bedded hospital alongwith requisite documents.
Fee Details:
The HCF has deposited consent fee amounting to Rs. 50,000/- vide Receipt No. 702524290 dated 17.01.2026 under the Water Act, 1974 and Rs. 50,000/- (Rs. 50,000/- as consent fee + Rs. 500/- as application form fee) vide Receipt No. 396955518 dated 17.01.2026 under the Air Act, 1981. The consent fee is adequate upto 31.12.2030 as per the latest Notification No. 688 dated 02.03.2017 of the Board for HCFs.
Agreement with CBWTF:-
The HCF has submitted agreement made with M/s Medicare Environments Management Pvt Ltd. located at Ludhiana issued for capacity of 100 beds vide dated 01.02.2024, which is valid upto 31.01.2029.
Requisite Documents:
The hospital has submitted compliance report of authorization conditions under BMW Rules, 2016, record of lifting of bio-medical waste, self declaration as Annexure-I and compliance report of previously granted consents to operate under the Water Act, 1974 and the Air Act, 1981.
Visit:
Accordingly, the hospital was visited by the undersigned on 21.01.2026 & it was observed as under:
1. The hospital is in operation during visit.
2. The hospital has provided 100 beds in its premises..
3. The HCF has entered an agreement with M/s Medicate Environmental Management Pvt. Ltd. for 100 beds capacity and same was verified during visit.
4. The HCF has implemented the correct practices for segregating and storing of Bio-medical waste and also provided separate BMW storage room in its premises.
5. The HCF is maintaining record of bio-medical waste generation and lifting to CBWTF, which was checked during visit.
6. The HCF has also provided storage facility for Bio-medical waste with lock & key arrangements.
7. The hospital has provided color coded bins along with color coded bags for segregation of BMW at various places in the hospital.
8. The hospital has installed ETP-cum-STP for treatment of liquid waste and domestic effluent generated from its premises. The treatment facility was found in operation. The HCF is maintaining record w.r.t. operation of ETP-cum-STP. Treated effluent after was being discharged onto land for plantation area after treatment.
As per the record of this office, No action is pending against the HCF under the Bio-Medical Waste Management Rules, 2016.
Accordingly, the HCF is complying with the provisions of Water Act, 1974 and Air Act 1981 as well as Bio-Medical Waste Management Rules, 2016.
Recommendations:
Keeping in view of above, if approved, the HCF may be granted consents to operate under the Water Act, 1974 and the Air Act, 1981, upto 31.12.2030 with suitable conditions as under:
1. This consent is valid for operation of hospital for 100 beds only.
2. The HCF shall comply with the provisions of Bio-Medical Waste Rules, 2016 all the times.
3. The HCF shall get its effluent samples from Board's lab within a month.
4. The hospital will not emit any black smoke from its stack(s) of DG set.
5. The height of the stack with the D.G set shall be in accordance with the norms prescribed by the Board vide notification No. Admn /A-4/F/No. 160/87/14744 dated 14/09/1987.
6. The HCF shall comply with any other condition (s) laid down or direction (s) issued by the Board from time to time under the provisions of the the Water (Prevention & Control) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
7. The HCF shall comply with standards prescribed under BioMedical Waste Rules, 2016 for discharge of effluent.
8. The HCF ensures that no Water pollution or public nuisance in the area due to discharge of treated/untreated wastewater generated from the establishment.
