It is submitted that M/s S.S. Farms, Village Kunt, District Hoshiarpur was given a personal hearing on 22.12.2025 before the Senior Environmental Engineer, PPCB, Jalandhar.
During the said personal hearing, it was decided as under:
1. The Consent to Establish under the Water Act, 1974 and Air Act, 1981 be refused.
2. The project proponent shall submit feasibility report w.r.t installation of STP along with agreement/proposal regarding handling of solid waste as per rules of Solid Waste Management Rules, 2016.
In compliance of the above directions, the unit has submitted its reply dated 22.01.2026, which is attached herewith. Briefly, the unit has submitted as under:
1. The marriage palace is a seasonal unit, and wastewater shall be generated only during functions/peak season and not on a daily basis.
2. The unit has proposed installation of 2 (Two) separate septic tanks, i.e.
(i) Oil & Grease Trap followed by septic tank for kitchen wastewater, and
(ii) Separate septic tank for domestic wastewater. Feasibility report regarding the same has also been submitted.
Total wastewater generation during peak operation has been estimated at approximately 18 KLD, which shall be utilized for irrigation onto the green/plantation area within the premises measuring about 1 acre. Considering hydraulic loading rate of 5–6 litres/sqm, the proposed green area is adequate for utilization of treated wastewater.
3. Regarding solid waste management, the unit has submitted that an agreement shall be executed with the nearby Village Panchayat for disposal of solid waste at the Village Panchayat’s Solid Waste Management Shed, prior to commencement of operation.
4. The unit has also furnished an undertaking that all statutory provisions shall be complied with in letter and spirit and that no wastewater shall be discharged in any unscientific or unauthorized manner.
In view of the above, it is recommended that consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for the setting up marriage palace for one year with suitable conditions and special conditions as under:
1. The project proponent shall comply with the CLU conditions issued vide no. 665 STP(J) CLU/(H) dated 16.06.2023.
2. The marriage shall apply for obtaining consent to operate under the Water Act, 1974 and Air Act, 1981.
3. The project proponent shall obtain permission from PWRDA.
4. The unit shall ensure scientific treatment and utilization of wastewater within the premises and shall not discharge the same outside the premises in any unscientific manner.
5. The Project Proponent shall take all water conservation measures to reduce its water consumption and eventually waste water discharge.
6. The Project Proponent shall submit written permission from the Village Panchayat regarding disposal of Solid Waste into Solid Waste Management Shed; along with CTO application.
7. The project proponent shall obtain necessary permission from concerned Department, if required.
