File Note: Kindly peruse note of AEE dated 21.01.2026………….. • It is submitted that the industry was earlier granted Consent to establish (NOC) vide no. CTE/Fresh/BTI/2025/27795455 dated 19.02.2025, valid upto 18.02.2026 for production Honey @ 20 TPD using Raw Honey Processing @ 20 TPD as raw material, subject to certain conditions……………. • Now, the industry has applied for consent to operate under the Water Act, 1974 & the Air Act, 1981 through OCMMS on 15.01.2026………. • The industry has submitted land use classification vide DTP letter no. 1496 dated 14.11.2024 wherein it has been mentioned that as per area classification report site is not falling under any notified master plan/LPA but it has obtained permission from the DTP for the establishment of honey processing unit at site………………….. • The PP has submitted report from revenue authorities dated 14.8.2024 as per which the site bearing khasra nos. 2677/123; 2679/124 total area 14 k is located 100 m outside Municipal Council Limit, village Phirni / lal lakir, Approved Residential area / 15 pucca house…………………. • The PP has also submitted approved building plan from Senior Town Planner, Bathinda as well as from competent person under Factory Act………………… • The industry has submitted completion certificate of ETP installed………… • The industry was visited by AEE, RO, Bathinda on 19.01.2026 and it was observed as under: 1. The industry was not in operation during visit but the same was ready to commission for the processing of honey……………… 2. The honey processing is consisting heating and screening/ filtration of raw honey sourced from vendors/ farmers. All processing container are made up of MS steel……………. 3. The industry has installed one wood fired baby boiler for the heating of honey with adequate stack height………………. 4. There is not any generation of trade effluent from honey processing, however trade effluent is being generated from the washing of processing/ storage containers……………….. 5. The industry has installed ETP for the treatment of trade effluent @ 10 KLD. During visit all the component of ETP were in line and in operational condition……………… 6. The industry has made arrangement to discharge treated trade effluent onto land for plantation along the boundary wall as well as gardening provided inside the premises. The plantation/gardening is principally adequate to manage quantum of discharge……………….. 7. The industry has made arrangement to discharge domestic effluent @ 1.5 KLD onto land for plantation after passing through septic tank. • RO has reported that the industry is complying with the provisions of the Water Act, 1974 and Air Act, 1981 and recommended for grant of consents. • Keeping in view of above and recommendations of RO, if approved, consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for production Honey @ 20 TPD using Raw Honey Processing @ 20 TPD as raw material, for a period upto 30.09.2030 with following special conditions that 1. The industry is bound to comply with the zoning regulations of Master Plan as and when notified……………… 2. The Punjab Pollution Control Board shall not be responsible for any loss (if any) incurred in case the site of the industry comes under non-confirming zone of Master Plan to be prepared by the Department of Town & Country Planning Punjab………………….. 3. The industry shall install water meter at fresh water supply and shall maintain its record on daily basis………………. 4. The industry shall maintain proper record of the ETP operation w.r.t. water meter, energy meter, chemical consumption, etc. and shall submit the record to the Regional Office, Bathhinda on monthly basis……………… 5. The industry shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it …………… 6. The industry shall operate the pollution control devices regularly & scientifically so as to achieve the prescribed standards…………… 7. The industry shall ensure that there is no pollution/nuisance in the vicinity with the operation of the industry…………… 8. The industry shall not increase its land area / production capacity without prior permission of the Board……………. 9. The consent to operate is granted by the Board from the pollution angle only. The industry is bound to obtain necessary statutory clearances from other concerned departments, if required…………… Competency- SEE (small/orange)
