The industry is a small scale green category bakery unit and was granted ‘Consents to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/FZR/2023/21621963 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/FZR/2023/21587886, both dated 02.06.2023 for manufacturing of Corn Puffs & Fryums @ 3500 Kg/day by using Edible Oil @ 450 ltr/day, Corn, Maize @ 2000 Kg/day, Maida @ 400 Kg/day, Spices @ 300 Kg/day and Rice @ 500Kg/day along with discharge of trade effluent @ 04 KLD onto land for plantation after treatment in ETP and domestic effluent @ 01 KLD onto land for plantation after treatment in septic tank.
Now, the industry has applied for obtaining Varied ‘Consents to Operate’ under the Water Act, 1974 and the Air Act, 1981 under Green category (category code 4.2: Bakery, confectionery, sweets with production capacity more than 01 TPD (using cleaner/gaseous fuel) for manufacturing of Corn Puffs & Fryums @ 3500 Kg/day by using Edible Oil @ 350 litre/day, Corn, Maize @ 2000 Kg/day, Maida @ 400 Kg/day, Spices @ 300 Kg/day and Rice @ 550 Kg/day by using only gaseous fuel alongwith discharge of trade effluent @ 04 KLD onto land for plantation after treatment in ETP and domestic effluent @ 1.0 KLD onto land for plantation after treatment in septic tank.
The industry has deposited Rs. 54,000/- vide UTR/Ref. No. N247243242257833 dated 03.09.2024 as consent fee under the Water Act, 1974 and Rs. 54,000/- vide UTR/Ref. No. N247243242290838 dated 03.09.2024 as consent fee under the Air Act, 1981, against the fixed assets of Rs. 469.79 Lakhs. The consent fee is adequate upto 31.03.2029 under each act after adjusting penalty and previous year fee.
The industry was visited by AEE of this office on 22.01.2026 and it was observed as under:-
1. The industry was in operation during visit.
2. The industry has not installed any boiler and has also not installed any diesel fired furnace. The industry is using only cleaner fuel i.e. LPG gas.
3. There is no source of effluent generation from manufacturing process. only source of effluent generation is from washing of utensils and floor washing. The industry has installed ETP for the treatment of wastewater generated during washing of utensils and floor washing.
4. The treated trade effluent is discharged onto land for plantation after ETP and domestic effluent is discharged onto land for plantation after septic tank. The industry has developed more than 01 kanal area of land for disposal of treated effluent.
The industry is complying with provisions of the Water Act, 1974 and the Air Act, 1981.
Keeping in view of the above, it is recommended that:
A. Varied ‘Consent to Operate’ under the Water Act, 1974 may be granted upto 31.03.2029 under Green category (4.2 Bakery, confectionery, sweets with production capacity more than 01 TPD (using cleaner/gaseous fuel) for manufacturing of Corn Puffs & Fryums @ 3500 Kg/day by using Edible Oil @ 350 litre/day, Corn, Maize @ 2000 Kg/day, Maida @ 400 Kg/day, Spices @ 300 Kg/day and Rice @ 550 Kg/day with discharge of Trade effluent @ 04 KLD onto land for plantation after treatment in ETP and domestic effluent @ 01 KLD onto land for plantation after treatment in septic tank subject to suitable conditions along with following special condition that this Consent is granted to the industry subject to the submission of analysis report of effluent samples to be collected and analysed by Board’s lab viz-a-viz achievement of the effluent standards prescribed by Board/Punjab Government.
