It is submitted that PP has applied for consent to establish under the provisions of Water Act,1974 and Air Act,1981 for establishment of Residential Colony in the name of Friends Developers situated at Muktsar Road, Kotkapura, Faridkot bearing Khasra No 1641/1(1-5), 1642/2(6-11), 1776/2/2(16-15) in land area of 2.47 acres………….. • The PP has submitted LOI issued by Competent Authority-cum-ADC(G), Faridkot under Punjab Affordable Housing Policy, 2021 vide memo No 1415/UDC-2 dated 15/10/2025………….. • The PP has submitted Layout Plan approved by ADC(G), Faridkot on 09/10/2025……………. • As per the approved plan, total site area of residential colony is 02.47 acres and total saleable area of the colony is 5826.49 sq yards (4871.69 sq meter). Considering FAR of 2.1 total built-up area comes around 7161.39 sq meters which is less that 1,50,000 sq metres required for EIA applicability. Hence, the project is not covered under the ambit of EIA notification,2006……….…..
Feasibility report submitted by the PP for abatement of pollution from project as per which: a) The residential colony consists of 40 no. residential plots, 02 no. SCOs, 01 no. community centre with a dedicated area of 103.33 sq yards provided for STP + Garbage Area.
Green parks account for an area of 631.32 sq yards (5.27% of total area).
b) The PP has proposed to setup STP- MBBR.
A STP based on MBBR technology with capacity of 70 KLD for treatment of 65 KLD of wastewater generated with following components: Equalizing tank>> Oil & Grease Chamber>> MBBR >>Secondary settler>>Multi Grade Filter >>Activated Carbon Filter >>Chlorination Chamber>>>> outlet into sewer line/plantation/reuse……………………
As per proposal of the project proponent, 40 KLD treated effluent will be reused for flushing purposes/in gardening area and surplus treated sewage (25.16 KLD) will be discharged into municipal underground sewer line…………
The PP has proposed that 250 kgs of solid waste will be generated and that the bio-degradable solid waste @ 125 kgs will be managed using compost pits/vermicomposting and rest waste will be sold/ lifted to MC.
The proposal submitted by the PP w.r.t. treatment of the domestic effluent & solid waste seems to be principally adequate.
The PP has obtained permission from the Executive Officer, Kotkapura Vide MC letter No. 2022 dated 09/01/2026 for discharge of treated effluent into MC sewer……………
The solid waste generated from the project will be 250kgs/D. The PP has proposed to provide collection points for source segregation of Dry and wet waste. For treatment of wet waste, the PP has proposed to provide 03 no. honey comb composting pits. For disposal of dry waste PP has proposed to get permission from MC, Kotkapura…………..
Fees details: As per the submitted project report total investment in the project will be Rs 275.00 lacs. PP has submitted Rs 10,800/- vide UTR 491798939 dated 06.12.2025 which is adequate for 1 year.
The site of project was visited by Er. Ranjit Singh, JEE, RO, Faridkot on 20.01.2026 and it was observed that on the proposed land construction for plotting was being done. There is no MAH industry located within 250 m of the site and no air polluting industry located within a distance of 100m from the site of the residential colony. ...... As such site of the colony is suitable for establishment.
May if approved, CTE/NOC may be granted to PP for establishment of Residential Colony in the name of Friends Developers situated at Muktsar Road, Kotkapura, Faridkot bearing Khasra No 1641/1(1-5), 1642/2(6-11), 1776/2/2(16-15) in land area of 2.47 acres with validity of 1 year subject to special conditions as under:-
1. The PP shall install STP along with development of the colony.
2. The total built-up area of the project will not exceed 1,50,000 sq.m in any case. The project proponent shall be bound to obtain environmental clearance under EIA notification dated 14.09.2006 in case the built-up area of the project increases above 1,50,000 sq. meters.……. ………………..
3. The project proponent shall utilize maximum treated effluent inside the premises for flushing through double plumbing, construction work, roadside sprinkling etc, and only surplus treated effluent will be discharged into MC sewer leading to terminal STP after getting assessed spare capacity of STP from concerned MC/ PWSSB and after obtaining permission from the concerned authorities……………..
4. It is made clear to the project proponent that in case the STP provided by the concerned Municipal Council do not have adequate treatment capacity, then the project proponent will make its own arrangement to utilize entire treated wastewater…………………
5. It will be sole responsibility of the Project Promoter to provide adequate treatment and disposal of effluent at any stage………..
6. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016…….
7. The project proponent shall also develop the vermi-composting/composting to manage the biodegradable solid waste and shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies…….. 16. The project proponent shall obtain permission from the concerned M.C. for lifting of dry solid waste, as proposed by the project proponent…………….
8. This consent to establish is issued from pollution angle only and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required……………..
