It is submitted that the industry is an Orange category marriage palace and the same was granted Consent to Establish/NOC vide no. CTE/Fresh/BTI/2022/18681320 dt. 09.06.2022 valid upto 08.06.2023 for the disposal of Domestic Effluent @ 12 to be discharged onto land for plantation after treatment in septic tank. The Marriage palace has never obtain consent to operate of the Board. The industry was visited by officer of this office on 02.12.2025 and during visit following observation were observed:-
1. The marriage palace is having 01 banquet hall of capacity about 400 person. During visit no function was going on at site but the representative of the palace informed that the palace is operational and last function was held on 01.12.2025.
2. The palace is generating waste water from its rooms, kitchen and banquet halls. The palace has made arrangement to discharge domestic effluent into underground water through borewell after passing though septic tank.
3. The palace has not made any arrangement for in-house management of wet waste as it has neither installed compost pits not mechanical composter. The entire waste was dumped outside the palace. During visit solid waste was set to ablaze.
4. The marriage palace has not installed suction hoods over the bhatis installed in the kitchen.
Accordingly, the project proponent was issued show cause notice for violation of provisions of Water Act, 1974 and Air Act, 1981 has been issued to the project proponent along with an opportunity of personal hearing before the Senior Environmental Engineer (B) on 07.01.2026. But the PP has not attended the hearing by submitting a request to reschedule hearing. Next date of hearing is yet to be finalized.
Meanwhile, the Project proponent has applied for fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 for operation of Marriage Palace / Resort of capacity 450 persons per function under the Orange category. The PP has deposited Rs. 21600/- vide R.no. 873084719 dated 12.01.2026 under Air Act, 1981 and Rs. 21600/- vide R. no. 495525800 dated 12.01.2026 under Water Act, 1974, which is adequate upto 30.09.2030 under orange category
The industry has submitted the CA certificate dated 02.01.2026, wherein, the value of total fixed assets of the unit is Rs. 70 lakhs with value of plant & machinery is Rs. 10 lakhs.
The PP has submitted Approval of Building plan of marriage palace M/s Golden Palm resort, village Karamgarh Satran, Teh. And Dist. Bathinda duly signed by STP, Bathinda vide no. 4089 dt. 06.09.2022.
The PP has submitted document regarding Change of Land Use from Mix Land Use to Mariage Palace for the land of M/s Golden Palm Resort, Village Karamgarh, Satran, Distt. Bathinda duly signed by STP, Bathinda vide no. 494 dt. 07.04.2022.
The industry was visited by undersigned on 19.01.2026. During visit, it was observed as under:
1. The marriage palace is having 01 banquet hall of capacity about 400-450 person. During visit no function was going on.
2. The palace has now plugged borewell earlier provided for the discharge of treated effluent after passing through septic tank and made arrangement to utilize the treated effluent onto land for plantation.
3. The palace has now installed compost pit for the in-house management of wet waste
4. The marriage palace has installed suction hoods over the bhatis installed in the kitchen and has provided stack of adequate height with the same.
From above it is clear that the Marriage Palace is complying with the provisions of the Water Act, 1974 and Air Act, 1981.
Keeping in view of above it is recommended that:-
1. The consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the PP for Marriage Palace / Resort of capacity 450 persons per function, for a period upto 30.09.2030 with suitable conditions
2. Action as already proposed against the marriage palace vide SCN no. 3885 dt. 24.12.2025 may be dropped please.
