The industry is a small-scale orange category unit (rice sheller unit) and was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/FZR/2024/25131959 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/FZR/2024/25131952, both dated 15.03.2024, for manufacturing of Steamed Rice/Raw Rice @ 160 TPD, Raw Rice @ 48 TPD and Sorted Rice @ 168 TPD by using Paddy @ 316 TPD and Unsorted Rice @ 168 TPD, which are valid for a period upto 30.09.2028.
Thereafter, the industry was granted CTE/NOC for expansion vide no. CTE/Exp/FZR/2025/28869386 dated 02.07.2025 for increased in production capacity of Steamed Rice/Raw Rice @ 200 TPD, Raw Rice @ 60 TPD and Sorted Rice @ 210 TPD using Paddy @ 395 TPD and Unsorted Rice @ 210 TPD alongwith installation of new rice husk based boiler of capacity 10 TPH in the existing premises.
Now, the rice sheller has applied for obtaining Varied ‘Consent to Operate’ under Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of rice sheller Steamed Rice/Raw Rice @ 200 TPD, Raw Rice @ 60 TPD and Sorted Rice @ 210 TPD using Paddy @ 395 TPD and Unsorted Rice @ 210 TPD alongwith operation of new rice husk based boiler of capacity 10 TPH (using rice husk @ 10 TPD).
The industry has deposited Rs. 96,000/- vide online receipt No. 889244139 dated 08.01.2026 under the Water Act, 1974 and Rs. 96,000/- vide online receipt No. 588649885 dated 08.01.2026 under the Air Act, 1981, which is adequate up to 30.09.2031 for value of fixed assets of Rs. 1824.95 Lacs (Orange Category).
The industry was visited by undersigned on 16-01-2026 and it was observed as under:
1. The industry was in operation for the production of steamed rice and raw rice.
2. Machinery installed by the industry consists of 02 shelling sections (One for steamed rice and one for raw rice), 07 paddy dryers (06 paddy dryers for steamed rice and 01 paddy dryer for raw rice), 2 sortex machines & 18 handies.
3. The industry has installed new boiler of capacity 10 TPH and has provided trima-cyclone separator as APCD with the same. Adequate stack height i.e. 105 ft alongwith sampling platform and port hole has been provided with the boiler section. Old boiler of capacity 08 TPH is not in operation now and has been disconnected from production line.
4. The industry has provided cyclone separators as APCDs separately with all paddy pre-cleaners of 07 dryer sections. The industry has installed cyclone separators as APCDs separately with both shelling sections.
5. The industry has provided brick paving at movement area of vehicles, within its premises.
6. The industry has provided the pipeline for carrying rice husk from discharge point to boiler feeding point and mechanical feeder has been provided with the furnace to feed rice husk as fuel in the furnace.
7. The industry has provided room type enclosure with roof of for storage of rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013.
8. The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation.
9. The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation. The industry is disposing off its fuel ash in the low-lying areas/to the farmers for its use as manure.
10. The industry has installed two D.G sets of capacities 180 KVA & 320 KVA with canopies and stack of adequate heights
The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as code of practice prescribed vide notification dated 15.10.2013.
Keeping in view of the above, it is recommended that:
A. Varied ‘Consent to Operate’ under the Water Act, 1974 may be granted for operation of Rice sheller unit to manufacture Steamed Rice/Raw Rice @ 200 TPD, Raw Rice @ 60 TPD and Sorted Rice @ 210 TPD by using Paddy @ 395 TPD and Unsorted Rice @ 210 TPD with boiler of 10 TPH using rice husk @10 TPD with discharge of domestic effluent @ 1.5 KLD onto land for plantation after septic tank subject to suitable conditions.
B. Varied ‘Consent to Operate’ under the Air Act, 1981 may be granted for operation of Rice sheller unit to manufacture Steamed Rice/Raw Rice @ 200 TPD, Raw Rice @ 60 TPD and Sorted Rice @ 210 TPD by using Paddy @ 395 TPD and Unsorted Rice @ 210 TPD with boiler of 10 TPH using rice husk @10 TPD subject to suitable conditions along with following special conditions:
1. This Consent is granted to the industry subject to the submission of analysis report of emission samples to be collected and analyzed by Board’s lab viz-a-viz achievement of the emission standards prescribed by Board/Punjab Government.
2. The industry will comply with the code of practice prescribed for such type of units by Department of Science, Technology & Environment, Government of Punjab vide Order no. 10/48/2004-STE(4)/932 dated 15.10.2013.
3. The industry will upgrade/replace its existing APCDs, in case MoEF/CPCB/State Government/PPCB notify/revise emission standards for rice shellers/Saila plants.
4. The industry will comply with the conditions/Zoning regulations of master plan to be notified by the concerned department in future as condition imposed by District Town Planner, Ferozepur in his memo no. 175/DTP(F)/FSP-13 dated 27/02/2024.
