The project proponent has applied for obtaining ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for setting up of establishment of multiplex with two auditorium having seating capacity of 2040 Numbers/Day (02 screen of seating capacity 250 each having 04 shows per day and 40 persons of staff) with discharge of domestic effluent @ 6.92 KLD into sewer along with DG set of capacity @ 125 KVA with canopy along with adequate stack height. 1) The project proponent has submitted project report mentioning the proposed cost of the project of Rs. 260 lacs including proposed cost of plant and machinery of Rs. 133.36 lacs. 2) The project proponent has deposited NOC fee of 8400/- vide UTR No. 554010609 dated 09.01.2026, which is adequate for one year for project cost of Rs. 260 lacs under green category (Category 10.2 10.2 Building construction project ≥ 5,000 sq. m., but < 20,000 sq. m. built-up area (without connectivity to terminal STP). 3) The project proponent has submitted copy of registry measuring land 7 kanals 8 marlas. 4) The project proponent has submitted feasibility report for prevention of water & air pollution and as per feasibility report there be will no generation of trade effluent and only domestic effluent will be generated, which will be discharged into sewer. Further, as per feasibility report, the project proponent has informed that the firm has applied for the sewerage connection and the same will be dispose off in the sewerage maintained by the Municipal Corporation Zira. The project proponent shall use 20% of treated effluent into horticulture area and remaining will be discharge into sewerage. 5) The project proponent has submitted copy of sewerage payment receipt issued by Municipal Council Zira dated 05.01.2026 for disposal of its effluent. 6) The project proponent has submitted partnership deed and as per this Sh. Krishan Kumar S/o Sh. Vijay Mal and Sh. Anurag Bansal S/o Sh. Krishan Kumar are partners of the firm. 7) The project proponent has submitted certificate letter issued by Municipal Council Zira vide no. 43 dated 13-01-2026 and the operative part is reproduced as under: “ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ ਸਰਕਾਰ ਪਾਸੋਂ ਉਕਤ ਸਾਈਟ ਦਾ ਸੀ.ਐੱਲ.ਯੂ ਕਰਵਾਉਣ ਉਪਰੰਤ ਬਿਲਡਿੰਗ ਪਲਾਨ ਸਬੰਧੀ ਮੁੱਖ ਦਫਤਰ ਵਿੱਚ ਭੇਜੀ ਗਈ ਫਾਇਲ ਪ੍ਰਵਾਨ ਹੋਣ ਉਪਰੰਤ ਕੇ.ਵੀ.ਏ. ਸਿਨੇਪਲੈਕਸ ਦਾ ਨਕਸ਼ਾ ਇਸ ਦਫਤਰ ਵੱਲੋਂ ਬਣਦੀਆ ਫੀਸਾ ਆਨ-ਲਾਇਨ ਜਮ੍ਹਾਂ ਹੋਣ ਉਪਰੰਤ ਨਕਸ਼ਾ ਪ੍ਰਵਾਨ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਨਗਰ ਕੌਂਸਲ ਜ਼ੀਰਾ ਵਿਖੇ ਮਾਸਟਰ ਪਲਾਨ ਲਾਗੂ ਨਹੀਂ ਹੈ।“ 8) The project proponent has submitted In Principal Approval from the District Nodal Agency, District Industries Centre, Ludhiana issued vide application no. 2410409108 dated 10-12-2024 for building plans, which is valid upto 09-06-2028. The proposed site was visited Er. Rajpal Gill (AEE) on 12-01-2026 and observed that the proposed site is located at Old Talwandi Road, Tehsil & District Zira and the site falls under municipal limits of Zira. The industry has already constructed entire boundary wall at the site. Thus, the site is suitable for such type of units.
RO has recommended that ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year for setting up of establishment of multiplex with two auditorium having seating capacity of 2040 Numbers/Day (02 screen of seating capacity 250 each having 04 shows per day and 40 persons of staff) with discharge of domestic effluent @ 6.92 KLD into sewer along with DG set of capacity @ 125 KVA with canopy along with adequate stack height with suitable conditions
In view of the above, it is recommended that ‘Consent to Establish’ (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year for setting up of establishment of multiplex with two auditorium having seating capacity of 2040 Numbers/Day with usual conditions along with special condition as under:
1. The project proponent shall obtain consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 before commissioning of project.
2. The project proponent shall maintain records of fresh water consumption and discharge of the same.
3. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
4. The project proponent shall ensure that hazardous waste (used oil, used batteries) are collected properly & disposed off to the authorized recyclers registered with MoEF & CC / CPCB and having valid operating license of Punjab Pollution Control Board.
5. The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. as same are banned from 01/07/2022 as per the Notification of Govt. of India as well as Punjab.
