File Note: It is submitted that the unit is small scale Briquette manufacturing unit falls in green category (10. Briquette manufacturing (coal/biomass/coke) as per new CPCB categorization dated 12.02.2025 and was granted Consent to Establish (NOC) of the Board vide no. CTE/Fresh/BAR/2025/29998991 dated 08.10.2025 valid upto 08.10.2026 for establishment unit to manufacture Fire Briquettes, Paddy Straw Pellets @ 05 TPH by using paddy straw, cow dung, rice husk and other agro waste material in an area of 15 kanal 07 marla bearing Khasra No. 59//22/2/2(2-9), 22/2/3(0-15), 23/2(5-0), 23/3(1-9), 24/1(3-12), 66//2/2/1(0-9), 3/1(0-18), 4/1(0-15) in the revenue estate of village Barnala-A, Tehsil & District Barnala. Now, the industry has applied for varied CTE for establishment unit to manufacture Non-Terrified Pellets @ 05 TPH by using paddy straw only and for installation of cyclone separator and pulse jet type bag filter house with palletization machine. The detail of the case is as under:- • The Project Proponent has submitted copy of Brief Project Report, showing total cost of the project is 796.33 Lacs (including plant and machinery of Rs. 413 Lakh). Accordingly, the project proponent has deposited NOC fee of Rs. 10800/- vide UTR / Ref. No. 726502850 dated 30.09.2025, the fee deposited by the industry is adequate for one year. • The Project Proponent has submitted copy of building plan/site plan. • The project proponent has submitted copy of lease deed in the name of firm through its proprietor Mrs. Sabina W/o Sh. Munish Kumar. • The project proponent has submitted land use classification report issued by District Town Planner, Barnala vide letter no. 405 DTP Barnala SS-130 dated 12.06.2025 for the proposed site is marked as an existing industry spot zone in the agricultural area of the draft master plan Barnala. Orange and green category industry is allowable at the site with condition that the applicant shall be liable to abide by the provisions of master plan and shall also be bound to follow the provisions of section 79 alongwith other provisions of PRTPD act 1995, in case the site fall in non-confirming land use zone after the notification of master plan and no claim shall be demanded by the applicant from the department. • The District Town Planner, Barnala has also reported that there is no MC limits, lal lakir / village phirni, 15 Pucca houses within 100 meters and 50 Pucca Houses within the radius of 250 meters from the proposed site. • The PP has submitted report dated 26.09.2025 regarding general siting guidelines from Tehsildar, Barnala in which it is mentioned that the site falls 1.5 Km away from the MC limits of Barnala and there is no lal lakir / village phirni, 15 Pucca houses within 500 meters from the proposed site. • The PP has submitted feasibility report in which it is mentioned from the pollution angle that in order to control the SPM emissions, machines would be enclosed and cyclone and Pulse jet type bag filter house of 180 bags would be the inbuilt part of hammer mill and one opening will also be provided along with suction hood at the point where dust is emitted to control the dust emissions in the unit. • The domestic effluent will be generated which will be disposed off after treatment through septic tank onto land for plantation within the premises. • The site of the project proponent was already been visited by the undersigned on 03.10.2025 and it was observed that : 1. The site is located left side along a link road connecting Barnala to village Naiwala and is located outside the MC limit. 2. The PP has started the construction work at site and foundation work and casting of RCC columns was in process at the time of visit. 3. There are no lal lakir / village phirni, 15 pucca residential houses within 100 meters from the proposed site. 4. As such, the site is suitable for the establishment of such type of unit as reports submitted by District Town Planner & Tehsildar, Barnala as mentioned above. Keeping in view of above, it is recommended that varied Consent to Establish (NOC) may be granted to the Project Proponent for establishment a unit to manufacture Non-Torrefied Pallets @ 05 TPH by using paddy straw in an area of 15 kanal 07 marla bearing Khasra No. 59//22/2/2(2-9), 22/2/3(0-15), 23/2(5-0), 23/3(1-9), 24/1(3-12), 66//2/2/1(0-9), 3/1(0-18), 4/1(0-15) in the revenue estate of village Barnala-A, Tehsil & District Barnala with suitable conditions along with specific conditions as under: 1. The industry will comply with the provisions of Water Act, 1974 & Air Act, 1981 and install APCDs with the processing machinery as proposed in feasibility report. 2. The industry shall comply with the guidelines of Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water. 3. The project proponent shall get its building plans approved under the provisions of section 3-A of Punjab Factory Rules, 1952. 4. The industry shall not generate and discharge any trade effluent without obtaining prior written permission of the Board. 5. The industry shall install water meter over the supply of fresh water and shall submit the record of daily withdrawal/ consumption at Regional Office on monthly basis. 6. The adequacy & efficacy of APCDs is the sole responsibility of the industry. 7. Conveyor system for conveying raw material like rice husk/paddy straw etc should be covered from all sides to prevent blowing of rice husk/paddy straw etc by winds. 8. The industry shall comply with zoning regulations of Master Plan of Barnala as and when notified and shall be bound to shift its unit in case the site falls in non-confirming land use zone after the notification of master plan. 9. The applicant shall be liable to abide by the provisions of master plan and shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD act 1995, in case the site falls in non-confirming land use zone after the notification of master plan and no claim shall be demanded by the applicant from the department. 10. The Punjab Pollution Control Board is not liable for any loss incurred in case the site falls in nonconforming zone as per notified Master Plan. 11. The industry shall abide with the Master Plan of the area as and when notified by the authority. 12. The industry shall obtain consents to operate as required under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before the commissioning of the unit. 13. The industry shall get the building plan approved from the authority concerned and submit the same at the time of submission of consent applications. 14. The industry shall plant trees wherever space is available inside and outside the unit. 15. The industry shall not undertake expansion without obtaining approval from the Board. 16. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 17. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 18. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 19. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry. 20. The industry shall obtain necessary permission from the other Govt. departments, if need be. Scale: Small, Category: Green Competency: Environmental Engineer
