Kindly peruse the note of JEE date 26.01.2026…………
• It is submitted that PP has applied for consent to establish for establishment of Residential Colony in the name of Friends Developers situated at Muktsar Road, Kotkapura, Faridkot bearing Khasra No 1641/1(1-5), 1642/2(6-11), 1776/2/2(16-15) in land area of 2.47 acres…………..
• The PP has submitted LOI issued by Competent Authority-cum-ADC(G), Faridkot under Punjab Affordable Housing Policy, 2021 vide memo No 1415/UDC-2 dated 15/10/2025…………..
• The PP has submitted Layout Plan approved by ADC(G), Faridkot on 09/10/2025…………….
• As per the approved plan, total site area of residential colony is 02.47 acres and total saleable area of the colony is 5826.49 sq yards (4871.69 sq meter). Considering FAR of 2.1 total built-up area comes around 7161.39 sq meters which is less than 20,000 sq metres. Hence, the project is not covered under the ambit of EIA notification,2006……….…..
• As per feasibility report submitted by the project proponent, total waste water generation will be 65 KLD. The PP has proposed to install sewage treatment plant (STP) of capacity 70 KLD, which seems adequate…………
• As per proposal of the project proponent, 40 KLD treated effluent will be used in flushing through dual plumbing as well as plantation/Green area and remaining 25 KLD treated effluent will be discharged into MC sewer………
• The PP has submitted NOC issued by Municipal Council, Kotkapura vide no.. 2022 dated 09/01/2026 for discharge of treated domestic effluent into the MC sewer.......
• As per proposal, solid waste generated from the project will be 250kgs/Day. The PP has proposed to provide collection points for source segregation of Dry and wet waste. For treatment of wet waste, the PP has proposed to provide 03 no. honey comb composting pits. For disposal of dry waste PP has proposed to get permission from MC, Kotkapura…….
• The proposed site of the project was visited by Er. Ranjit Singh, JEE, RO, Faridkot on 20.01.2026 and it was observed that on the proposed land, construction for plotting was being done. There is no MAH industry located within 250 m of the site and no air polluting industry located within a distance of 100m from the site of the residential colony……….
• RO has reported that the project proponent has proposed adequate facilities for the treatment and disposal of domestic effluent and solid waste generated. RO has further reported that the site is suitable for establishment of the residential colony and has recommended for grant of Consent to Establish (NOC)……………………..
Keeping in view of above & recommendations of RO, if approved, Consent to Establish (NOC) may be granted to the project proponent from pollution angle for a period of one year for development of Residential colony, subject to suitable conditions and following special conditions that: -
1. The project proponent shall ensure that the total built-up area of the project remains below 20,000 sq. m. If, built- up area of the project exceed 20,000 sq. m, then the project proponent is bound to obtain Environmental Clearance as per the provisions of the EIA Notification dated 14.09.2006…….
2. Consent to Establish (NOC) is being granted for the development of the residential colony in an area of 2.47 acres in only those khasra numbers for which it has obtained permission from the concerned authority……………………….
3. The project proponent is bound to comply with the zoning regulations of Master Plan as and when notified……………..
4. In case, any of the document submitted by the project proponent found forged or incorrect, the Consent to Establish shall be deemed cancelled and the Board shall not be responsible for any cost incurred by the project proponent in this regard...........
5. The PP will develop the project as area development project and in no case the PP will develop the project as Building construction project by making construction on the individual plots without prior permission from the Board………..
6. The project proponent shall install the STP of adequate capacity as proposed, simultaneously with the commissioning of the project………….
7. The project proponent shall develop adequate plantation within the project premises for the disposal and utilization of treated wastewater, as proposed, before the commissioning of the project………….
8. The project proponent shall utilize maximum treated effluent inside the premises for flushing through double plumbing, construction work, roadside sprinkling etc, and only surplus treated effluent will be discharged into MC sewer leading to terminal STP after getting assessed spare capacity of STP from MC Kotkapura / PWSSB and after obtaining permission from the concerned authorities……………..
9. It is made clear to the project proponent that in case the STP provided by Municipal Council, Kotkapura do not have adequate treatment capacity, then the project proponent will make its own arrangement to utilize entire treated wastewater…………………
10. The project proponent shall not use fresh water in the green area/ plantation area and will make adequate arrangements to reuse the treated effluent for watering of green areas in the project premises……………
11. The project proponent shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it……….
12. It will be sole responsibility of the Project Promoter to provide adequate treatment and disposal of effluent at any stage………..
13. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016…….
14. The project proponent shall also develop the vermi-composting/composting to manage the biodegradable solid waste and shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies……..
15. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic………..
16. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises……….
17. This consent to establish is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required……………..
