File Note: The report/ recommendations of RO has been examined and it was noted that the RO has mentioned in its report that the hospital has one no of kitchen (to provide food for in house patients) having chimney of adequate height; Wet and dry waste segregated is being lifted to MC; but the hospital was advised to have in situ management of wet waste. It has been brought out that the project proponent has not provided any in-house infrastructure for the treatment or disposal of biodegradable waste, such as mechanical composters, compost pits, or aerobins, within the premises, violating the provisions of the Solid Waste Management Rules, 2016, particularly with respect to on-site waste segregation, treatment, and authorized disposal mechanisms. It is pertinent to note that improper handling of solid waste under the SWM Rules, 2016 can lead to environmental degradation, including air pollution. From the above facts it is clear that the HCF is not complying with the provisions of the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 as well as the Solid Waste Management Rules, 2016. In consideration of the report / recommendations of RO, if approved, the application of the HCF for CTO under the Air Act, 1981 be refused after affording an opportunity of personal hearing before the competent authority, in light of the violations reported by the Regional Office.
