File Note: • It is submitted that the industry was earlier granted consent to operate under the provisions of Water Act, 1974 & Air Act, 1981 on 21.04.2025 valid upto 20.10.2025 for manufacturing of carbonated Juice @ 30,000 ltr/day, mineral water @ 10,000ltr/day and packing material @ 195 kg/day with special condition that the industry will obtain EPR registration within one month and shall operate its ETP regularly & scientifically with proper maintenance of record……………………… • After that the industry had applied for varied consents to operate under the Water Act, 1974 & Air Act, 1981 through OCCMS on 16.12.2025. The applications of the industry has been examined and observed that:- 1. The industry has not yet obtained EPR registration. 2. The industry has not submitted the analysis reports of effluent / emission samples. 3. The industry has not submitted record regarding operation of ETP. • Accordingly, show cause notice before refusal of 'consent to operate' under the provisions of the Water Act, 1974 & Air Act, 1981 has been issued to the hospital alongwith an opportunity of personal hearing before the Senior Environmental Engineer (B) of the Board on 15.01.2026, wherein it was decided as under: - 1. Consent to operate under the Water Act, 1974 & Air Act, 1981 be granted to the industry for short period i.e. upto 30.06.2026 with conditions that:- I. The industry shall operate the pollution control devices regularly & efficiently so as to achieve the prescribed effluent / emission standards. II. The industry shall provide water meter & energy meter with ETP/APCD, within 07 days and shall maintain its record on daily basis. III. The industry shall submit operational schedule 07 days prior to re-commissioning of the unit and shall get its effluent & emission samples analyzed from the Board, within one month. 2. The industry shall co-ordinate with Regional Office as well as Head Office, Patiala to expedite the decision on application submitted under Plastic Waste Management Rules, 2016 on EPR portal. 3. The Environmental Engineer, Regional Office, Bathinda shall visit the industry as per operational schedule to verify the compliance at site including collection of emission / effluent samples and shall submit report with conclusive recommendations immediate after stipulated time period. • RO has now recommended for grant Consent to operate under the Water Act, 1974 & Air Act, 1981 be granted to the industry for short period i.e. upto 30.06.2026…………… Keeping in view of above, recommendation of RO and as per decision of personal hearing dated 15.01.2026, if approved, the industry may be granted consents to operate under the Water Act, 1974 and Air Act, 1981 upto 30.06.2026 with following special conditions: - 1. The industry shall operate the pollution control devices regularly & efficiently so as to achieve the prescribed effluent / emission standards…………….. 2. The industry shall provide water meter & energy meter with ETP/APCD, within 07 days and shall maintain its record on daily basis…………. 3. The industry shall submit operational schedule 07 days prior to re-commissioning of the unit and shall get its effluent & emission samples analyzed from the Board, within one month……………….. 4. The industry shall install water meter at fresh water supply and shall maintain its record on daily basis…………. 8. The consent to operate is granted by the Board from the pollution angle only. The industry is bound to obtain necessary statutory clearances from other concerned departments, as required…………… 9. The industry shall ensure that there is no pollution/nuisance in the vicinity with the operation of the industry…………… 10. The industry shall not increase its land area & production capacity without obtaining prior written permission from the Board…………………… Competency- SEE (small scale)
