File Note: Earlier, the industry was granted Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOA/Renewal/ASR/2021/14744081 dated 27.04.2021 and under the Water (Prevention & Control of Pollution) Act, 1974 vide No. CTOW/Renewal/ASR/2021/14743665 dated 27.04.2021 for the production of Parboiled Rice @ 6 TPH, Steam Rice @ 4 TPH, and Rice Bran @ 1.1 TPH as a by-product, using Paddy @ 15 TPH as raw material. The said consents were valid up to 31.03.2025 under both Acts. Now, the industry has applied for renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for the same production capacity, i.e., Parboiled Rice @ 6 TPH, Steam Rice @ 4 TPH, and Rice Bran @ 1.1 TPH as a by-product, using Paddy @ 15 TPH as raw material. The details of the case are as under: 1. The industry has submitted a CA certificate dated 23.12.2025, wherein the gross value of fixed assets has been reported as ₹1947.0457 lakh as on 23.12.2025. Accordingly, the industry has deposited ₹3,08,900/- (including ₹24,000/- as penalty under the Air Act, 1981, ₹24,000/- as NOC fee, and ₹500/- as application form fee) vide Receipt No. 576207728 dated 17.01.2026 towards consent fee under the Air (Prevention & Control of Pollution) Act, 1981, which is valid for 10.85 years. Further, the industry has deposited ₹2,94,000/- (including ₹24,000/- as penalty under the Water Act, 1974) vide Receipt No. 420200561 dated 17.01.2026 towards consent fee under the Water (Prevention & Control of Pollution) Act, 1974, which is valid for 11.25 years. Accordingly, the consent fees under both Acts are adequate up to 30.09.2035. 2. The industry has submitted a compliance report of the previously granted consent in the prescribed format. The industry was visited by Er. Sukhdev Singh, Environmental Engineer, and Er. Lakhwinder Kumar, Assistant Environmental Engineer, on 30.12.2025, during which the following observations were made: 1. The industry was in operation and engaged in the production of Steam Rice. 2. The industry has installed a twin cyclone as an APCD with its boiler of capacity 8 TPH, which was found operational. 3. The industry has also installed cyclones as APCDs with its two paddy pre-cleaners and two shelling sections separately, which were found operational. 4. The industry has installed two DG sets of 380 kVA capacity each, which are fitted with acoustic canopies and provided with adequate stack height. 5. The ETP installed by the industry was found to be in-line. 6. The condition of plants in the plantation area was also found to be good. During the visit, stack emission samples were collected from the boiler, paddy pre-cleaner, and shelling section, and as per the analysis report received from the Zonal Office Laboratory, Jalandhar vide letter No. 3492-93 dated 15.01.2026, the concentration of SPMs were found to be within the prescribed limits of the Board (copy attached). The industry is complying with the conditions of Consent to Operate granted earlier under the Air (Prevention & Control of Pollution) Act, 1981 and the Water (Prevention & Control of Pollution) Act, 1974, and was also found to be complying with the Code of Practice framed for rice sheller/saila plants. It is further intimated that, as per the new categorization of industries, i.e., 145.1 Parboiled Rice Mill (with soaking and steam/drier), the industry falls under the Orange Category. As per the delegation of powers, the competency to decide the case lies with the Chief Environmental Engineer of the Board. Recommendation: In view of the above, it is recommended that renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30.09.2035 for the production of Parboiled Rice @ 6 TPH, Steam Rice @ 4 TPH, and Rice Bran @ 1.1 TPH as a by-product, using Paddy @ 15 TPH as raw material, with suitable terms and conditions.
