It is submitted that the Project Proponent has applied for obtaining Consent to Establish (NOC) of the Board from pollution angle for development of Residential Plots @ 277 Nos., SCOs @ 42 Nos., Community Center @ 01 No., EWS area @ 1.54 acre, Dispensary @ 1600 Sq. ft. and Mandir Site @ 3826 Sq. ft. along with other utilities in land area of 30.875 acres for discharge of treated domestic effluent @ 565 KLD (273 KLD in dual plumbing, 81 KLD into green area/parks and remaining 211 KLD will be discharged onto land for plantation in an area of 24 Kanals backside the project), detail of the case is as under:-………………..
• The Project Proponent has submitted copy of approved building plan duly signed by the Additional Deputy Commissioner (G), Barnala issued vide letter no. DB/CDS/03 dated 28.10.2025………………………
• The project proponent has submitted copy feasibility report of STP to be installed for the treatment of domestic effluent generated from the colony. As per feasibility report, the domestic effluent will be generated @ 565 KLD. The PP has proposed to utilized 273 KLD in dual plumbing, 81 KLD into green area/parks and remaining 211 KLD will be discharged onto land for plantation in an area of 24 Kanals backside the project ………………………………………..
• The Project Proponent has submitted copy of letter issued by Executive Officer,
Municipal Council, Barnala vide letter no. 1251/B dated 10.10.2025, relevant part of which is reproduced as under:…………………………………..

(ਜੋ ਕਿ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਨ ਕੰਟਰੋਲ ਬੋਰਡ ਵੱਲੋਂ ਨਿਰਧਾਰਤ ਮਾਪਦੰਡਾਂ ਅਨੁਸਾਰ ਹੋਵੇ) ਤੋਂ ਟਰੀਟਡ ਸੀਵਰੇਜ ਵਾਟਰ ਨੂੰ ਭਵਿੱਖ ਵਿੱਚ ਸ਼ਹਿਰ ਦੇ ਮੇਨ ਸੀਵਰੇਜ ਸਿਸਟਮ ਵਿੱਚ ਮੌਕੇ ਉਪਰ ਸੀਵਰੇਜ/ਐਸ.ਟੀ.ਪੀ. ਦੀ ਉਪਲੱਬਧ ਕਪੈਸਟੀ ਅਨੁਸਾਰ ਅਤੇ ਸਮੇਂ-2 ਸਿਰ ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਰੂਲਾ/ਹਦਾਇਤਾ ਦੀ ਪਾਲਣਾ ਹਿੱਤ ਡਿਸਪੋਜ ਆਫ ਕਰਨ ਲਈ ਕੁਨੈਕਸ਼ਨ ਪ੍ਰਾਪਤ ਕਰਨ ਸਬੰਧੀ ਇਸ ਦਫ਼ਤਰ ਨੂੰ ਕੋਈ ਇਤਰਾਜ ਨਹੀ ਹੋਵੇਗਾ”
• The Project Proponent has submitted copy of project report, showing total project cost will be Rs. 14.37 Crore. Accordingly, the project proponent has deposited NOC fee of Rs. 21,600/- vide UTR / Ref. No. 339235787 dated 01.11.2025, which is adequate for one year……………………………….
• The project proponent has submitted copy of revenue record such registry of land area 30.875 acers to the name of firm……………………………..
• The project proponent has submitted copy of MOA among its 5 no. partners/directors…………………………..
• The PP has submitted details of built-up area, as per which the built-up area of the project is 131755.41 Sq. meters (which is attached herewith).
• The project proponent has proposed to handling of wet waste through compost pits. Dry waste to be disposed to authorized recycler as per SWM rules, 2016……………………...
• The Project Proponent has submitted copy of approved building plan duly signed by the Additional Deputy Commissioner (G), Barnala issued vide letter no. DB/CDS/03 dated 28.10.2025………………………As per which the total built-up area of the project is 131755.41 Sq. meter including residential, commercial & others. As the total area is less than 50 hectare and built-up area is less than 1,50,000 sq meter, hence project does not cover in the EIA notification………………
The site of the project proponent was visited by the Er. Manmohit Kumar, AEE on 27.01. 2025 and it was observed that :-……………..
1. The site is located along right side of the Barnala-Handiaya road……………….
2. Construction of boundary wall, roads, parks etc. were going on during visit…………….
3. There is no MAH unit within the 250 mtrs from the boundary of the project. There is no brick kiln and cement plant within 300 m and no rice sheller, stone crusher, grinding unit or hot mix plant within 500 mtrs and no air polluting industry within 100 m from the proposed site………………..
4. As such, the site is suitable for the establishment of project……………….
From the above, it is clear that the site is meeting with the guidelines prescribed by the Board for the establishment of project as per the policy of the Board………………….
Keeping in view of above, it is recommended that Consent to Establish (NOC) may be granted to the Project Proponent for development of project i.e. Residential Plots @ 277 Nos., SCOs @ 42 Nos., Community Center @ 01 No., EWS area @ 1.54 acre, Dispensary @ 1600 Sq. ft. and Mandir Site @ 3826 Sq. ft. along with other utilities in land area of 30.875 acres for discharge of treated domestic effluent @ 565 KLD (273 KLD in dual plumbing, 81 KLD into green area/parks and remaining 211 KLD will be discharged onto land for plantation in an area of 24 Kanals backside the project with suitable conditions along with specific conditions as under:………………………………
1. The project proponent shall be bound to obtain environmental clearance under EIA notification dated 14.09.2006 in case the built up area of the project increase above 1,50,000 sq. meters………………
2. The project proponent shall utilize maximum effluent inside its premises after treatment in STP, only surplus treated effluent will be discharged into MC sewer leading to terminal STP after getting assessed spare capacity of STP from MC Barnala/ PWSSB and after obtaining permission from the concerned authorities……………………
3. The project proponent shall make arrangements to provide sewerage line from the colony upto MC sewer at its own cost after obtaining prior permission from the concerned Department, for the discharge of colony. In case, MC sewer is not available, the project proponent shall be bound to develop plantation area as per Karnal Technology to utilize the entire treated effluent of qty 235 KLD…………………………….
4. It is made clear to the project proponent that in case the STP provided by Municipal Council Barnala do not have adequate treatment capacity, then the project proponent will make its own arrangement to utilize entire treated wastewater………………..
5. The project proponent shall look for the possibility of utilization of treated effluent of STP for double plumbing, construction work, roadside sprinkling etc………………
6. The project proponent shall comply with the provisions of Master Plan of Barnala, which is to be notified…………….
7. The project proponent shall install STP for treatment of its domestic effluent before its commissioning………………………….
8. The Project Proponent shall obtain other statutory approvals required from other departments, if any.
9. The project proponent will handle its solid waste as per the provisions of the Solid Waste Management Rules, 2016 and make adequate arrangements for treatment of wet waste and source of generation.
