It is submitted that the industry is a small scale orange category unit and has applied for obtaining NOC/Consent to Establish of the Board from the pollution angle under the Water Act, 1974 and the Air Act, 1981 under orange category i.e. 152.2 Plastic waste processing (manufacturing of flakes/granules).
Proposal:-
The industry has proposed to establish a unit for manufacturing of Granules @ 0.5 T/day by using Plastic Scrap @ 0.5 T/day as raw material and having domestic waste water generation @ 0.8 KLD, no generation of trade effluent.
Fee Details:-
The industry has deposited consent fee of Rs. 18,500/- (Rs. 18,000/- as NOC fee + Rs. 500/- as application form fee) vide R. No. 524467229 dated 07.01.2026, against the proposed value of project of Rs. 812.5 lacs as per brief project report, which is adequate for one year.
DTP Certificate:-
The industry has submitted DTP certificate issued vide no. 1359 dated 06.10.2025 and same is reproduced below:-
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਤਹਿਤ ਪ੍ਰਾਪਤ ਕੇਸ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਵਾਚਿਆ ਗਿਆ ਅਤੇ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਵਾਈ ਗਈ, ਜਿਸ ਦੀ ਰਿਪੋਰਟ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਹੈ:-
ਵਿਸ਼ੇ ਤਹਿਤ ਸਾਈਟ ਪਿੰਡ ਸੁਨਾਮ-ਲਹਿਰਾਗਾਗਾ ਸੜਕ ਤੋਂ ਪਿੰਡ ਉਗਰਾਹਾਂ ਨੂੰ ਜਾਂਦੀ ਸੜਕ ਉੱਪਰ ਲਗਭਗ 425 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੱਜੇ ਹੱਥ ਸਥਿਤ ਹੈ। ਅਪਲੋਡ ਦਸਤਾਵੇਜ਼ਾਂ ਅਤੇ ਰੈਵੇਨਿਊ ਰਿਕਾਰਡ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਛਾਜਲਾ (ਹ.ਬ. ਨੰ. 39) ਦੇ ਖਸਰਾ ਨੰ: 21//9 (6-12), 8(4-6), ਕੁੱਲ ਰਕਬਾ 10 ਕਨਾਲ 18 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕਿਸੇ ਨਗਰ ਕੌਂਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹੱਦ, ਕਿਸੇ ਪਿੰਡ ਦੀ ਫਿਰਨੀ/ਲਾਲ ਲਕੀਰ ਅਤੇ 15 ਪੱਕੇ ਘਰ ਨਹੀਂ ਪੈਂਦੇ ਹਨ। ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ ਸਾਈਟ ਵਿੱਚ Recycling of Plastic Waste into usage product (Plastic Dana) ਦਾ ਯੂਨਿਟ ਸਥਾਪਤ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਖੇਤਰ ਲਹਿਰਾਗਾਗਾ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਇਸ ਲਈ ਡਾਇਰੈਕਟਰ ਨਗਰ ਅਤੇ ਗਰਾਮ ਯੋਜਨਾਬੰਦੀ ਵਿਭਾਗ ਪੰਜਾਬ ਜੀ ਦੇ ਪੱਤਰ ਨੰ. 2180-2283 ਸੀਟੀਪੀ(ਪਬ)/ਐਸ.ਪੀ.432 (Gen) ਮਿਤੀ 14.06.2023 ਅਨੁਸਾਰ ਸਾਈਟ ਵਿੱਚ ਉਕਤ ਐਕਟੀਵਿਟੀ ਇਸ ਸ਼ਰਤ ਤੇ ਆਗਿਆਯੋਗ ਹੈ ਕਿ "The applicant shall be liable to abide by the provisions of master plan and shall also be bound to follow the provisions of Section 79 alongwith other provisions of PRTPD Act 1995, in case the site fall in non confirming land use zone after the notification of Master Plan and no claim shall be demanded by the applicant from the department."
ਸਾਈਟ ਜਿਸ ਸੜਕ ਉੱਪਰ ਪੈਂਦੀ ਹੈ ਉਸਦੀ ਚੌੜਾਈ 27 ਫੁੱਟ 6 ਇੰਚ ਹੈ ਜਿਸ ਨੂੰ 60 ਫੁੱਟ ਚੌੜਾ ਕਰਨ ਹਿੱਤ ਸੜਕ ਦੇ ਸੈਂਟਰ ਤੋਂ 30 ਫੁੱਟ ਤੱਕ ਜਗ੍ਹਾ ਰੋਡ ਵਾਈਡਨਿੰਗ ਲਈ ਖਾਲੀ ਛੱਡਣੀ ਬਣਦੀ ਹੈ। ਸਾਈਟ ਦੇ ਵਿੱਚੋਂ ਇਕ ਬਿਜਲੀ ਦੀ 11 ਕੇ.ਵੀ ਦੀ ਤਾਰ ਲੰਘਦੀ ਹੈ। ਇਸ ਲਈ ਤਾਰ ਤੋਂ ਬਿਲਡਿੰਗ ਦੀ ਦੂਰੀ ਬਿਲਡਿੰਗ ਰੂਲਜ-2021 ਅਨੁਸਾਰ ਛੱਡਣੀ ਬਣਦੀ ਹੈ। ਸਾਈਟ ਦੀ ਮਾਲਕੀ/ਟਾਈਟਲ ਆਫ ਲੈਂਡ ਅਤੇ ਖਸਰਾ ਵਾਈਜ ਰਕਬੇ ਸਬੰਧੀ ਪੁਸ਼ਟੀ ਰੈਵਨਿਊ ਅਥਾਰਟੀ ਪਾਸੋਂ ਕਰਵਾਉਣੀ ਬਣਦੀ ਹੈ।"
Revenue Report:-
The industry has submitted revenue report issued by Sub-Registrar, Sunam Udham Singh Wala vide dated 10.09.2025 as per which there is no 15 pucca houses, MC limit and village lal lakir/phirni within 500 mtr of the site.
Partnership deed:-
The industry has submitted partnership deed executed on 03.05.2025, as per which there are 04 no. partners namely, Sh. Rakesh Kumar, Sh. Sanjeev Kumar Bansal, Sh. Surinder Mohan and Sh. Sahil Singla.
RTB Certificate:-
The industry has submitted RTB certificate issued by DC, Sangrur vide application no. 2509459131 dated 04.11.2025 valid upto 03.05.2029.
Lease deed:-
The industry has submitted lease deed executed on 19.05.2025, as per which the industry has taken land on lease for 20 years i.e. from 01.05.2025 to 30.04.2045.
Other Documents:-
The industry has also submitted project report, site plan along with the application form.
Visit:-
To verify the facts, the site of the industry was visited by the undersigned on 27.01.2026 and it was observed as under:-
1. The site of the industry is located at Nilowal Road, Village Chajjla, Tehsil Sunam, District Sangrur.
2. There is no lal lakir/phirni of village, 15 pucca houses and MC limit within 100 mtr radius from the site. There is 01 no. high tension wire passes over the site and the representative of the industry has been directed to remove/shift the high tension wire before commissioning of the unit.
3. The industry has proposed to establish a unit for manufacturing of Granules by using Plastic Scrap.
4. The industry has proposed to install 01 no. grinder of capacity 0.5 TPH with cyclone separator as APCD.
5. The industry will use 8 KLD of fresh water for washing of granules. Further, the entire wastewater will be recirculated back into process after treated through ETP. Hence, no trade effluent will be generated from the process.
6. Domestic effluent @ 0.8 KLD will be disposed off onto land for plantation after passing through septic tank.
7. The industry has not proposed to install any D.G set or any other air polluting device in its premises.
From above, it is clear that the industry is complying with the provisions of the Water Act, 1974 & the Air Act, 1981 and site is suitable for establishment of such unit.
Recommendations:-
Keeping in view of above, it is recommended that the industry may be granted Consent to Establish of the Board from the pollution angle under the Water Act, 1974 and the Air Act, 1981 for one year for establishment of unit for manufacturing of Granules @ 5.0 T/day by using Plastic Scrap @ 5.0 T/day as raw material with suitable conditions as per Policy of the Board and with special condition that the industry shall remove/shift the 01 no. high tension wire passing over the site before commissioning of the unit.
