While processing the case, it has come to the notice that:
1. The industry is going to grind/ crush the scrap containing iron, aluminium, zinc which will result in generation of dust emissions. Further, the industry is going to remove the copper from the insulated copper wire thereby burning the enamel wire coating, which will result in generation of fugitive emissions and requires APCD. Also, magnetic separator is being used for sorting the alumimum and other metals, which will also generate dust emissions. But, the industry has not proposed any APCD for for any of above.
2. The industry has filled ferrous and non-ferrous scrap as raw material, which may contain hazardous material also. But, the industry has filed the application for obtaining authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 for only Cat. 5.1. It is apprehended that the industry might the requiring authorization for generation of other type of hazardous waste.
In light of above said facts, if approved, show cause notice for refusal of consents to operate applied by the industry under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 may be issued to the industry alongwith an opportunity of personal hearing at ZO level, pl.
