The project is a commercial project with 81 SCOs falls under orange category and has applied for NOC of the Board.
Earlier the NOC was were refused vide Zonal Office letter no. 3546 dated 30.09.2025 on the ground that the project proponent has not submitted building plan approved by the Competent Authority of Town & Country Planning.
Now the project proponent has re-applied for NOC for the establishment of Commercial Complex (81 SCOs), with domestic effluent @ 53 KLD.
The project proponent has submitted a project report duly authenticated by CA, as per which the proposed fixed assets of Rs. 827.0 Lakhs. Accordingly, it has deposited NOC fee, valid for a period of one year.
The project proponent has submitted License for setting up of a Commercial Colony namely Gokul Estate (Area 5.075 acre) at Plot No. 65-66, Near Global Institute, Sohian Khurd, H.B. No.288, Amritsar issued by the Chief Administrator, ADA, PUDA, Amritsar vide No. 10875 dated 05/08/2025. Accordingly, the project is not covered to obtain EC as per EIA notification 2006.
The project proponent has submitted feasibility report for installation of STP of capacity 60 KLD, prepared by Universal Enviro Engineers, Amritsar. Detail of component is as under:- Screen Chamber – Oil & Grease Trap – Equalization Tank – Biological Tank with MBBR Media – Secondary Tube Settler – Pre-Filtration Chlorine Tank – Filter Feed Pump – Pressure Sand Filter – Activated Carbon Filter – Treated Water. 4. The project proponent has submitted site plan/location plan, Partnership Deed and detail of solid waste management etc. 5. The project proponent has proposed to generate domestic effluent @ 53 KLD out of which 40.5 KLD treated waste water reused in flushing purpose and rest 11.5 KLD onto land for plantation in an area of 0.32 acres. In this regard, the project proponent has submitted site plan showing area reserved for development of green area. 6. The project proponent has submitted request in which it is mentioned that:- “As per DTP Letter No. 1700 dated 15/07/2025, the subject site falls under Mixed Land Use as per the Master Plan, Amritsar (2010-2031), wherein establishment of a commercial colony at the proposed site is permissible. The same layout plan has also been submitted to the Amritsar Development Authority (ADA) for approval, and a copy of the said application has been uploaded and attached with our application submitted to your office for grant of Consent to Establish (CTE)”. We hereby confirm that the layout plan submitted to ADA and Punjab Pollution Control Board is identical in all respects. Further, we undertake that in the event of any change or modification in the approved plan in future, we shall apply for a fresh Consent to Establish in accordance with the applicable rules and guidelines of the Punjab Pollution Control Board. The site was visited by AEE of this office on 09/1/2026 and observed the following:- 1. The site is located in the village Sohian Khurd on the left side of the road leading from Amritsar to Batala. 2. Construction of the boundary wall has been completed by project proponent. Work regarding laying sewer pipeline and road construction shall be started in next month. 3. Construction of work related to installation of STP has not started yet by the project proponent.
It is further intimated that the as per new categorization of the industry i.e. 10.2 Building construction project 5,000 sq. m., but < 20,000 sq. m. built-up area (without connectivity to terminal STP) project falls in Green-category and as per the delegation of the powers the competency to decide the case of the Building Construction & Area Development Projects having total project cost upto 10 crores lies with the Senior Environmental Engineer of the Board.
May if approved consent to establish (NOC) applied by the project proponent under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted for one year as per the policy of the Board along with special condition that:-
1. The promoter company shall submit approved building plan from Competent authority before commissioning of project.
2. The promoter company shall ensure that the total built up area of construction being carried out by it or any different builders/plotholders in terms of residential plots, shops/ commercial area and/or through any other construction shall not exceed the threshold limits of 20,000 Sqm. Otherwise, the project will attract the provision of the EIA Notification 2006 and project proponent is required to obtain prior environmental clearance, failing which, the promoter company/builder shall be liable for action for the violation of EIA notification dated14/09/2006.
3. The project proponent shall obtain necessary permission from the concerned Departments, if required, at its own level.
4. The project proponent shall obtain consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 before commissioning of project.
3. The project proponent shall utilized maximum treated water within the project only and excess effluent, if any, shall be discharged into MC sewer.
4. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month.
5. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis.
6. The project proponent shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting by providing mechanical composter of capacity 150 kg/day.
7. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form.
8. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project.
9. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
