The report of RO was examined and it is observed that the project proponent is a small scale Red category residential project. • The project proponent has applied for ‘Consent to Establish' (NOC) for the establishment of a residential colony at VILL, PARTAPURA H.B.NO 263 VII, FATEHPUR H.B NO. 259, District Jalandhar. The project proponent has deposited Rs. 49200/- vide UTR/Receipt No. 588329378 dated 26.05.2025, adequate for one year. The project proponent has submitted the L.O.I Certificate from Office of the Competent Authority under PAPR Act, 1995, JDA Complex, Jalandhar vide its Vide Memo No. CA-JDA-2025/2209 dated 27.03.2025 for an area of 19.625 Acres.The built-up area of residential plots will be 34807.11*2.1 = 73094.93 square meter and built-up area for school will be 2333.80*2 = 4667.60 Square meter. Total built-up area will be 77762.53 square meter i.e. less than 1,50,000 square meters and thus, the project is not covered under EIA, 2006. • The project proponent has submitted building plan approved by Senior Town Planner, Jalandhar STP(J)/CLU/LAY(J)A3 No. 417 dated 17.03.2025. • The proposed site was visited by Er. Jatinder Soni, EE and Er. Rajinder Singh, AEE on 29.01.2026 The proposed project falls outside the MC limits of Municipal Corporation, Jalandhar. The project proponent has demarcated the boundary wall of the proposed project at site. No MAH Project/cement plant/ grinding unit/ rice sheller/ saila plant/ stone crushing/ screening cum washing unit/ hot mix plant is located within a radius of 500 m from the boundary of the proposed site of the project. No brick kiln is located within a radius of 800 m from the boundary of the proposed site of the project. No air polluting Project is located within 100 m of the site. No drain, river, eco-sensitive structure exists within 500-meter radius of the site. Therefore, the site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009. • As per the site plan submitted by the project proponent, it shall have RESIDENTIAL COLONY (NO OF RESIDENTIAL PLOTS) @ 74 Numbers/Day and SCHOOL @ 1 Numbers/Day. • The project proponent has submitted feasibility report for control of pollution. As per the feasibility report, 138 KLD of wastewater will be generated, and STP of capacity 150 m3/day has been proposed to be installed for the project. The STP will be based on MBBR technology which is principally adequate. • The generated wastewater will be disposed into 2 acres of green area inside the proposed project and 2 acres of adjoining land as per Karnal technology. • The project shall generate solid waste which will be segregated into recyclable, Biodegradable and inert waste. Compost pits for the treatment of biodegradable shall be installed. Recyclable waste shall be sold to recyclers. Non-Bio-degradable waste will be disposed of as per the Solid Waste Management Rules, 2016. Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the colony for one year with suitable conditions and with special conditions that:- 1. The project proponent shall comply with the various terms and conditions of the LOI granted to it. 2. The promoter company shall ensure that the total built up area of all individual projects/plots combined together is not more than 1,50,000 sq.meter, otherwise the project as such is covered under category 8(b) of the schedule appended to the EIA notification and project proponent of the area development project is required to obtain the environmental clearance, failing which, the promoter company shall be liable for action for the violation of EIA notification dated14/09/2006. 3. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis. 4. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project 5. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016.6 The project proponent shall maintained adequate plantation area for utilization of treated effluent.
7. The project proponent shall comply with the provisions of Solid waste management Rules, 2016.
8. The project proponent shall comply with the provisions of the Noise Pollution (Regulation & Control) Rules 2000.
9. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of noise/ sound pollution caused by use of loud speakers, public address system etc. issued by Punjab Government, Deptt. of Science, Technology & Environment vide notification no. 3/100/2013-STP(4)/145 dated 26.02.2014.
10. The project shall obtain permission from the concerned Department(s) and shall comply with the conditions of relevant permissions obtained by it from other related Departments (if any).
11. The CTE/NOC is being issued to the project proponent based upon the undertakings/documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
12. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
