File Note: Sir, • It is submitted that the project proponent has applied for fresh Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS for setting up Commercial Shops/Plots 118 Numbers/Day and Drive Thru @3 Numbers/Day with proposed total land area 10.616 acres. • The project proponent has uploaded the letter of intent issued from Competent Authority cum Chief Administrator, JDA, Jalandhar memo No. CA-JDA-2025/ 7265 dated 12.11.2025 area 9.96325 acres which is in the Village Vill, Kahlwan H.b.no. 327, Kartarpur, Distt Jalandhar. • The project proponent has uploaded partnership deed, feasibility report of STP, project report, authority letter, registry of land/Fardh and registry of plantation land area with the application. • The project proponent has submitted drawing of layout plan of the proposed project. • The project proponent has proposed to install STP of capacity 50 KLD consisting Bar Screen collection Primary Clarification  filter press  Aeration MBBR Secondary Clarification  Treated Storage Pressure Depth filtration  Activated Carbon Pump Treated Wastewater(Disposal). Treated effluent will be discharged onto land for plantation. • The Project Proponent has submitted the affidavit in which they mentioned that “We hereby confirm that our project, Highway Hub Kartarpur, currently being developed by M/s Deep Real Estate and Developers, is a commercial project in which we will sell plots only. No construction of shops will be undertaken by our firm, however, we expect the development of public utilities such as roads, green areas, water supply and sewage treatment. The total project area is 10.616 acres. We further confirm that if, at any stage, our project comes under the preview of the Environmental Impact Assessment (EIA)process, we will obtain the necessary approvals.” • The proposed site was visited by Er. Jaspreet Kaur AEE(OS) on 28.01.2026 and it was observed that the project proponent has demarcated the boundary wall of the proposed project. No construction work was observed during visit at proposed site. • The siting guidelines of the various industries w.r.t the proposed site was verified and is attached. (i.e., 15669.26 sq. m.), excluding the permissible FAR. Considering the permissible FAR of 2.0, the total built-up area comes to 31,338.52 sq. m. i.e. the total built up area of the proposed project will be less than 1,50,000 square meters and thus, the project is not covered under EIA, 2006. Keeping in view of above, if approved, consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project for setting up Commercial project for one year with suitable conditions and with special conditions that:- 1. The project proponent shall obtain prior Environmental Clearance (EC) and all requisite regulatory approvals before commencement of any construction activity of the project as when required, failing which, the promoter company shall be liable for action for the violation of EIA notification dated 14/09/2006. 2. The project proponent shall obtain necessary permission regarding extraction of ground water from Punjab Water Regulation and Development Authority, (PWRDA). 3. The project proponent shall obtain 'consent to operate from Punjab Pollution Control Board under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before the commissioning of project. 4. The project proponent shall obtain necessary permission from the concerned Departments, if required, if any, in future its own level.
