Gupta Factory, G.T. Road, Doraha, Ludhiana. The following were present: On behalf of Punjab Pollution Control Board - 1. Dr. Lavneet Dubey, Member Secretary 2. Er. R.K. Ratra, Chief Environmental Engineer, Ludhiana 3. Er. Vijay Kumar, Senior Environmental Engineer, Zonal Office-1, Ludhiana On behalf of industry: Sh. Paramvir Khatri, Manager The Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the project is a large scale orange category industrial colony. The project had been granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH2/ 2022/18804387 & under Air Act, 1981 vide no. CTOA/Renewal/LDH2/2022/18808978 dated 28/06/2022 both expired on 30/09/2025 with special condition that no industry located in the park shall have dyeing process or any other wet process except washing as per condition imposed in the NOC issued to the project proponent by the Board. The project has now applied for renewal of consent to operate under the provisions of the Water Act, 1974 & Air Act, 1981. The project was visited by the officer of the Board on 16.10.2025. During the visit, it was observed as under:- 1. The project proponent is engaged in development of integrated textile Park in an area of 59.38 acres including plantation. 2. The project proponent has provided sewage treatment plant for treatment effluent generated from the industries located within the park. During visit, the effluent sample from outlet of STP was collected and as per analysis report, pH= 7.9, TSS=12 mg/l, COD=50 mg/l, BOD=12 mg/l, O&G = BDL, the parameters are within limits as prescribed by the Board for discharge onto land for plantation. 3. The project proponent has submitted that arrangement for uninterrupted power supply to STP has been made from the D.G set of adjacent factory in case of power cut. The site of the project was visited by the officer of the Board on 14.11.2025 and it was observed that there are 12 units which are operating in the park. 3 units have obtained consent to operate of the Board and rest units are being pursued to apply for consent to operate from the Board. The project proponent was earlier granted NOC / consent to operate with condition that no industry having dyeing or any other wet process except washing process will be allowed. However, printing unit is established in the park. The project proponent is not complying with the condition of previous granted consent to operate as well as 'Consent to Establish' (NOC) and not complying with the provisions of the Water Act, 1974 and Air Act, 1981. In view of the above, the project proponent has been issued show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with hearing before the Chairperson of the Board on 07.01.2026. In order to provide latest status of the project, the site was visited by officers of the Board on 05.01.2026 and the list of industries operating in the project & their status was observed as under:- Sr. No. Name and address of the unit Dyeing or wet process involved (Yes/No) Industry type and process involved Consent required or not 1. M/s Juelle Ratail Pvt. Ltd., Plot No. B-15 No Garment manufacturing CTO obtained dated 28-01-2025 under Water Act, 1974 & dated 28-01-2025 under Air Act, 1981 both were valid upto 31/12/2025 Now, the unit is closed 4. M/s Gauri Fashions (Unit-2, Plot No B-8 No Cutting and sewing of garments D.G. set of capacity 125 KVA with canopy and adequate stack height The industry has not obtained CTO under Air Act, 1974. 5. M/s Twerk Fashion, B-18 - - Unit closed 6. M/s Florida Hometex, B-25 No Blanket manufacturing The industry has not obtained CTO under Water Act, 1974 & Air Act, 1974. 7. M/s Dawar Fashions, Plot No C-25 No Garment manufacturing The industry has not obtained CTO under Water Act, 1974 & Air Act, 1974. 8. M/s Nayyar Packers, C-46, C-54 No Box manufacturing CTO obtained dated 28-01-2025 under Water Act, 1974 & dated 28-01-2025 under Air Act, 1981 both were valid upto 31.12.2029. 9. M/s ELL ESS Fabrics, B-19 No Circular knitting The industry has not obtained CTO under Water Act, 1974 & Air Act, 1974. 10. M/s M.R. Knitwear, Plot No. C-26, No Knitting The industry has not obtained CTO under Water Act, 1974 & Air Act, 1974. 11. M/s Trinabh Exports Pvt. Ltd., C-30 No Weaving The industry has not obtained CTO under Water Act, 1974 & Air Act, 1974. 12. M/s Kannav International, B-16 No Knitting The industry has not obtained CTO under Water Act, 1974 & Air Act, 1974. Sh. Paramvir Khatri, Manager from the project attended the hearing. The representative informed to the chair that they are allowing only green category of industries to establish in their project. M/s Ziama Fashions Pvt. Ltd., B-24, 24/1 & C-24 is engaged in Manufacturing of garments involving screen printing and has installed ETP and recycling its entire water in the process of screen washing, hence, it is being operated on ZLD. The Board has already granted consent to operate under Water Act, 1974 & Air Act, 1981 to the industry which are valid upto 30/09/2029. He assured the chair to adhere to the conditions imposed in the 'Consent to Establish' (NOC) / consent to operate granted to the project in true letter & spirit. He further requested to drop the show cause notice. After hearing the industry, officers of the Board and considering material facts on record, the Chairperson of the Board decided as under: 1. The project proponent shall comply with the conditions imposed in the 'Consent to Establish' (NOC)/ consent to operate granted to the project in true letter & spirit and shall ensure to not to allow any polluting industry to operate in the industrial colony, failing which the Board shall initiate appropriate action under the Water Act, 1974 & reserves the right to take action as deemed fit in the matter, without giving any further notice / opportunity. 2. The project proponent will take corrective measures so as to ensure that no polluting process is operated in the industrial colony. 3. The Senior Environmental Engineer, Zonal Office-1, Ludhiana shall examine the consent to operate already granted to the project and shall take necessary action in the matter. 4. The Environmental Engineer, Regional Office-2, Ludhiana shall obtain the legal opinion from Senior Law Officer of the Board in this matter within 07 days and shall submit the action taken report w.r.t. fresh recommendations so as to decide the consent applications of the project as well as for allowing polluting industries, thereafter.
