It is intimated that the project proponent was granted consent to establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. O15SASCTE3188957 dated 22.10.2025, valid till 21.10.2016 for establishment of Public Buildings @ 3 no., residential plots @ 722 no., Commercial area @ 4.45 acres and EWS @ 5.80 acre. Thereafter, the project proponent has obtained extension of consent to establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2016/4780263 dated 20.12.2016, valid till 21.10.2020, subject to certain terms and conditions mentioned therein.
Thereafter, the project proponent wasgranted fresh consent to establish (NOC) from pollution angle under red category under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981vide no. CTE/Fresh/PBIP/SAS/2025/2412149599 dated 14.07.2025 valid upto 21.10.2025 for development of residential plots @ 722 number in 46.74 acres, Public Buildings (Dispensary, Schools, CFC) in 2.63 acres, EWS Pocket in 5.8 acres, Commercial Booths, SCOs @ 59 Numbers in 1.02 acres and Commercial Pockets (Multiplex-1 & 2) in 3.43 acres subject to certain terms and conditions mentioned therein.
Thereafter, the project proponent has applied for extension in the validity of consent to establish (NOC) from pollution angle under green category under the provisions of the Water (Prevention &Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for development of residential plots @ 722 number in 46.74 acres, Public Buildings (Dispensary, Schools, CFC) in 2.63 acres, EWS Pocket in 5.8 acres, Commercial Booths, SCOs @ 59 Numbers in 1.02 acres and Commercial Pockets (Multiplex-1 & 2) in 3.43 acres, alongwith requisite documents and the same was returned with directions to the project proponent to apply the same in the relevant category with the correct category code as per revised categorization of CPCB.
Now, the project proponent has applied for obtaining extension in the validity of consent to establish (NOC) form pollution angle under orange category under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for development of residential plots @ 722 number in 46.74 acres, Public Buildings (Dispensary, Schools, CFC) in 2.63 acres, EWS Pocket in 5.8 acres, Commercial Booths, SCOs @ 59 Numbers in 1.02 acres and Commercial Pockets (Multiplex-1 & 2) in 3.43 acres, alongwith requisite documents.
The project proponent has deposited Rs. 432000/- vide UTR No. ICICN52025103000635197 dated 30.10.2025 as NOC fee. The fee deposited by the project proponent is adequate for three years against the total proposed cost of the project Rs. 385 crores.
The project proponent has submitted compliance report of the conditions of the previous granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
It is relevant to mention here that the above project is an area development project, the project area is less than 50 hectares and only commercial SCO’s/ Booth will be developed by project proponent and residential plots will be developed by individual plot owners. As such, the project proponent need not obtain Environmental Clearance from the Competent Authority as the project is not covered under the ambit of EIA notification 2006.
The site of the project was visited by the undersigned on 20.01.2026. During the visit, it was observed as under:
1. The site is a residential plotting project. The construction work of around 8 no. plots have been completed by individual plots owners. Further, construction going on in 4 no. houses. Also, there is an occupancy in 3 houses.
2. The project proponent has provided STP of capacity 200 KLD for the treatment of wastewater generated from the project. However, due to lesser occupancy anda long pipeline network there is no flow in the STP. The disposal arrangement onto green areas has been provided.
The project proponent is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that the consent to establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to the project proponent may be extended for one year with suitable as per policy of the Board and following special conditions that:
1. The project proponent shall apply partial consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 immediately.
2. The project proponent shall use the treated effluent for onto land for plantation within its premises by developing as per Karnal Technology and shall use only treated wastewater for the said purpose in its project.
3. The project proponent shall provide mechanical composter for the management of biodegradable solid waste generated from the project.
4. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis.
5. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted.
6. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing mechanical composter of adequate capacity to produce compost, which will be disposed of/reused in an environmentally sound manner and the non biodegradable solid waste shall also be disposed of in an environmentally sound manner.
7. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
8. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
9. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disperse in the air in any form.
10. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form.
11. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project.
12. The project proponent shall ensure that the vehicles carrying construction material and construction debris of any kind shall be Muirwood Ecocity (Papra) (CTE) cleaned before it is permitted to ply on the road after unloading of such material.
13. The project proponent shall provide mask to every worker working on the construction site and involved in loading/ unloading and carrying of construction material and construction debris.
14. The project proponent shall provide all medical help, investigation and treatment of workers involved in construction of building and carrying out construction material and debris related to dust emissions.
15. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing.
16. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
