It is intimated that the project is a Building and Construction Project covered under the provisions of Environmental Clearance (EC) as per the EIA Notification, 2006 and its subsequent amendments. The Project Proponent (PP), M/s Meadows Buildsys LLP is developing a Group Housing site namely The Welkin Heights at Village Malakpur, Ludhiana.
The PP has applied for Consent to Establish (CTE) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The project proponent has already deposited Rs. 423500 vide receipt No. 464113051 dated 12/01/2026 against the total capital investment of 346.55 crores, which is adequate for 1.5 years.
The project has also submitted copy of classification of area certificate from DTP, Ludhiana vide no. 524/DTP(L)/M2A dated 29.02.2024 mentioning that the site of the project falls in residential Land Use Zone as per Master Plan Ludhiana (2007-2031).
The Project was granted Environmental Clearance (EC) vide no. proposal number SIA/PB/INFRA2/472925/2024 dated 15/05/2024 for the built-up area of 138437.764 sq.m then the project proponent has revised their built up area which now has become 260548.001 sq.m and PP has applied CTE for increased built up area of 2,60548.001 sq.m. which is more than 150000 sq.m and the PP has applied for revised EC to which TOR has been granted tor for 8(b) Townships/ Area Development Projects / Rehabilitation Centres dated 01/08/2024(Attatched herewith)
As per the approved layout plan issued vide Letter No. 324 STP(L) LA-23 dated 12.03.2024, the project is being developed over a total site area of 51091.557 sq.m (≈12.625 acres) with a total built-up area of 260548.001 sq.m. The project includes 12271.061 sq.m of green area, out of total site area
The development comprises 576 plots of varying sizes along with Commercial Ground Floor Area (Retail-1 and Retail-2) and a club.
The site was visited by the undersigned on 27/01/26 and the following observations were made:
1. The project site is located in Villages Village Malakpur, District Ludhiana.
2. Construction work has been initiated on site.
3. Machinery for establishing RMC plant was being unloaded at the site. A condition should be imposed on the project that PP will take NOC/CTO for the same.
Occupancy and Water Budget Calculations:-.............. as per the details provided, the total population of the project during the operation phase is estimated to be 6488 persons, comprising 3784 persons in residential apartments (328 flats(4 and 5BHKs) @7 persons per flat, & 248flats(3BHK) @6 persons per flat), 433 persons in the commercial area (@3 sq.m per person in the ground floor area of 940 sq.m. & @6 sq.m per person in the first floor area of 718 sq.m.) which comprises of permanent population of 43 persons( 10% of 433) + temporary population of 390 persons(90 % of 433), and 1481 persons in the club area ( @ 1.4 sq.m per person for the area of 2073 sq.m.) and floating population of 790 persons (15% of (flats population i.e. 3784 + club population i.e. 1481)). ………….
Water Requirement:- Flat population 3784@135lpcd = 511kld.…. commercial population 43@45lpcd and 390@15lpcd = 8kld ….. club population 1481@45lpcd and 222 @15lpcd = 70kld…. Floating population 568@15lpcd = 9kld which gives total water requirement of 598kld…….

The total demand is 598 KLD. Pp has proposed that the water demand will be sourced from groundwater during the operational phase. The project is expected to generate 478(80% of 598) KLD of wastewater, which is proposed to be treated in a proposed Sewage Treatment Plant (STP) of 650 KLD capacity consisting of following units: 1. Collection Tank 2. SBR reactors 3. Clear water sump 4. Ultra Filtration 5. Sludge drying beds.
After treatment the proposed treated effluent utilization is as follows: out of the total 478 KLD of treated wastewater, 212 KLD shall be used for flushing. 67 KLD will be used for green area irrigation of 12271 sq.m and 199 KLD will be discharge onto MC sewer however currently there is no sewer line in the vicinity of the project and a special condition was also imposed in the EC granted to the project that, the Project Proponent shall not give physical possession of the flats/plots to the customers till the outlet of the project sewer is connected with the sewer line of MC, Ludhiana and till the same is connected with a fully operational and adequate capacity terminal STP, it is recommended that similar condition may be imposed in the CTE.
Solid Waste Management:- During the operational phase, the total solid waste generation is estimated at 2244 kg/day. The PP has proposed to install a mechanized composter of capacity 1200 kg/day
In view of the above, it is recommended that the application of M/s Meadows Buildsys LLP for the grant of Consent to Establish (CTE) for the Group Housing project “The Welkin Heights” may be considered for approval, subject to the following usual conditions along with special conditions that :
1. The Project Proponent shall not give physical possession of the flats/plots to the customers till the outlet of the project sewer is connected with the sewer line of MC, Ludhiana and till the same is connected with a fully operational and adequate capacity terminal STP
2. The Project Proponent shall take NOC/CTO prior to the initiation of RMC plant operations.
3. The Project Proponent will strictly adhere to all the conditions stipulated in the Environmental Clearance (EC).
