File Note: It is submitted that the project proponent has applied fresh Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of transistors, mosfets, rectifiers, triacs & SCRs, transient voltage suppressors, regulators, schot TKY diodes, power semiconductors @60000 no./day along with requisite documents. The project proponent has submitted CA certificate with the value of fixed assets of Rs. 258.41 lakh. The project proponent has deposited Rs. 8400/- vide R no.405190251 dated 14.01.2026 & Rs. 21000/- vide R no. 226838021 dated 29.01.2026 under Water (Prevention & control of Pollution) Act, 1974 and Rs. 8400/- vide R no. 742400917 dated 14.01.2026 & Rs. 12600/- vide R no. 73158195 dated 29.01.2026 under the Air (Prevention & Control of Pollution) Act, 1981. After deducting NOC regularisation fee, penalty fee, the fee submitted by the project proponent is adequate till 31.03.2027. The project proponent has submitted Memorandum of Association of a company limited by shares i.e. CDIL Semiconductors Private Limited. The project proponent has submitted conversion of lease hold plot no. B-97, Phase VIII issued by PICT/I&C in the name of M/s Continental Devices India Limited. The project proponent has submitted lease deed executed on 24.02.2025 between Continental Device India Private Limited and CDIL Semiconductors Private Limited. The project proponent has submitted manufacturing process as under: Raw Material – Die Bond – Wire Bond – Encapsulation (Outsourced) – Lead Finish (Outsourced) – Trim Form – Tin block fixing – 100% visual inspection – Test – Visual & Electrical sampling – packing – post pack – FG store. The project proponent has submitted approved building plan from the competent person under Factory Act. The site was visited by the officer of the Board on 30.12.2025 and during visit it was observed as under: 1. Only machining, assembling and testing is being carried out on the first floor of the premises. 2. No trade effluent is being generated during the process. 3. The project proponent has not installed any DG set. 4. The site is situated in Industrial Area Phase 8 and is suitable for such type of activity. In view of above, it is recommended that Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted till 31.03.2027 with suitable and additional conditions:- 1. The industry shall not carry out any activity in its premise, which can change the category of unit from Green to Orange/Red, without prior permission from PPCB. 2. The industry shall not discharge any effluent at any time or any other unauthorized place by any unauthorized means. 3. The industry shall not generate any trade effluent in its premises. 4. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. *Competency – Environmental Engineer
