It is submitted that the subject cited industry is a small scale red category unit and applied for obtaining fresh consent to operate under the Water Act, 1974 & Air Act, 1981 with requisite documents. The industry has deposited Rs. 54000/- vide e-R No. 16927598 dated 20/12/2025 & Rs. 64800/- vide e-R No. 763501247 dated 20/12/2025. (Rs. 54000/- air consent fee and Rs. 10800/- as NOC regularization fees) consent fee against the un-depreciated fixed assets of Rs. 173.00 Lacs as on 28/05/2025, which is adequate upto 28/02/2030 under Water Act, 1974 as per Board's Office Order dated 29/10/2018 after deducting penalty charges 50 % and NOC regularization fee.
The industry was visited by the AEE of this office on 29.01.2026 During the visit, it was observed as under:
1. The industry was in operation and engaged in manufacturing of auto mobile components using M.S Wire and Phosphating and powder coating of the same.
2. The industry has made agreement with M/s JBR Technology Pvt. Ltd., Ludhiana (CETP) on 24.12.2025 for disposal of its trade effluent @ 2000 ltr/month.
3. The industry has recently started its phosphating section. The industry has installed 1 no. electricity powered drier for drying of the components after phosphating process. The industry has provided effluent storage tank of size 5’x5’x5’ (approx.. 3500 Ltr), which was empty as no trade effluent has been generated and industry has been guided to maintain record of water consumption viz-a-viz trade effluent lifted to CETP.
4. The industry has installed water meter on its fresh water supply and whose reading during visit was 00.46 KL.
5. The industry installed 3 no. spot welding machine, 4 no. power presses, 2 no. Header machines for straightening of M.S wire.
6. Domestic effluent generated by the industry is discharged onto land for plantation through septic tank.
7. The industry has installed 2 no. Powder coating booths with air filters & suction motors to control emission generated from the powder coating process. The industry has installed 1 no. LPG fired paint baking oven.
8. The industry has installed one D.G set of capacity 125 KVA with canopy and adequate stack height.
9. The industry has submitted building plan prepared by Sh. Lokinder Bansal approved Architect from Director of Factories, Punjab.
Site Suitability
The industry has submitted land use classification certificate from DTP, Ludhiana vide letter no. 121 dated 16.01.2025, which is reproduced as under:
“ਉਪਰੋਕਤ ਵਿਸੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਆਨ ਲਾਇਨ ਪੋਰਟਲ ਰਾਹੀ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਣ ਉਪਰੰਤ ਅਤੇ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਵਾਉਣ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਇਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ, ਲੁਧਿਆਣਾ (2007-31) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜ਼ੋਨ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਹਰ ਤਰ੍ਹਾਂ ਦੀਆਂ ਉਦਯੋਗਿਕ ਇਕਾਈਂਆਂ ਆਗਿਆਯੋਗ ਹਨ।”
In the subject cited case, the industry has mentioned ground water extraction @ 1 KLD. Considering 25 working days per month, ground water extraction will be 25 KL/month, which is less than 300 KL/month.
It is therefore recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2029 with suitable conditions as per policy of the Board.
