File Note: It is submitted that the project proponent has applied for obtaining fresh consent to establish (NOC) from pollution angle under green category (Automobile repair workshop (without any wet process) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for Sale of Automobiles @ 15 Numbers/day & Mechanical Repair with Oil Change (Vehicles) @ 15 Numbers/day, alongwith requisite documents. The project proponent has deposited Rs. 6900/- vide R. No. 167965627 dated 15.01.2026 as consent to establish (NOC) fee including Rs. 500/- as application form fee. The fee deposited by the project proponent is adequate for one year against the total proposed cost of the project Rs. 160 lacs. The project proponent has submitted lease agreement executed between M/s Spirit Infrastructure Private Limited (hereinafter referred as LESSOR of the ONE PART) and M/s Zeal Motors Private Limited (hereinafter referred as LESSEE of the OTHER PART) for Lower Ground Floor of Commercial Complex know a Global Business Park having Commercial Space measuring covered area of 9418 square fee. The lease deed is valid for 9 years 31.12.2034. The project proponent has submitted Articles of Association as well as Memorandum of Association of a company limited by shares of M/s ZEAL MOTORS PRIVATE LIMITED. The project proponent has submitted site plan approved by Competent Authority to the M/s Spirit Global Constructions Pvt. Ltd. (Project: Global Business Park). The project proponent has submitted car service process flow chart and the same is reproduced below: Customer Vehicle Arrival  Reception / Service Advisor  Job Card Creation  Vehicle Inspection & Diagnosis  Customer Approval  Vehicle Assigned to Technician  Mechanical / Electrical Service Work  Parts Replacement (If Required)  Quality Check / Road Test Billing & Payment  Vehicle Delivery. The project proponent has submitted project report, in which it has been mentioned that only dry mechanical repair and oil change process will be carried out and no washing or painting process would be done in the premises of the project. The domestic effluent generated from the project will be treated in the STP installed by the project. It is pertinent to mention here that the project proponent (i.e. M/s Spirit Global Constructions Pvt. Ltd. (Project: Global Business Park) was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2024/26031728 dated 22.07.2024 which is valid upto 31.03.2029 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2024/26031667 dated 22.07.2024 which is valid upto 31.03.2029, subject to certain terms and conditions mentioned therein. The project is having consents of the Board. The site of the proposed project was visited by the undersigned on 28.01.2026. During the visit, it was observed as under: 1. The above is a new vehicle sale outlet & service station (dry process) without any washing process. 2. The project proponent is process regarding installation of plant & machinery. 3. The site is suitable for the establishment of the above unit as the unit is being establishing in commercial project. In view of the above, it is recommended that the consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year subject to suitable conditions and following additional conditions that: 1. The project proponent shall not carry out any washing process in premises of the project without obtaining prior approval of the Board. 2. The project proponent shall not start any other new process within its unit which may change its category from Green to Orange/ Red, without the prior written permission of the Board. 3. The project proponent will stick to the capacity mentioned in this consent and will not increase the same without prior written permission of the Board. 4. The project proponent has been approved by the Board from pollution angle and the industry shall obtain statutory clearances / permissions from all other concerned departments. 5. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 6. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 7. This consent to establish (NOC) is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/ false/ misleading at any point of time, without any opportunity of Personal Hearing. 8. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency: Environmental Engineer (RO) as per policy of the Board.
