The project proponent (project cost of 48.5 crore) has applied for ‘Consent to Establish' (NOC) for the establishment of a Residential plots 120 no., Commercial plots 1 no., Institutional plot 1 no., EWS plot 1 no. at Village Thakkarwal, Ludhiana in an area 15.942 acres . ………It has submitted feasibility report and as per report submitted by the project proponent the total water requirement for the project has been estimated to be 289 KLD for which STP of 250 KLD based on MBBR Technology will be installed. F. The waste water generation as per feasibility report is 231 KLD and modes of disposal are 97 KLD for flushing, 20 KLD for Green area and 114 KLD into sewer. The industry has obtained assurance letter for sewage connection of surplus treated water (148 KLD) of residential project “Omaxe Royal Nest”, Village Thakarwal, Ludhiana vide no. DE(PH-1)/GLADA/LDH/2025/1397 dated 03.10.2025. G. The proponent has submitted an assurance letter from GLADA vide no. DE(PH-1)/GLADA/LDH/2025/1397 dated 03.10.2025 regarding acceptance of the surplus treated wastewater into the sewer, thereby confirming the adequacy and feasibility of the disposal arrangements. .The Project proponent has submitted its plan to collect and segregate Municipal Solid Waste which will later be decomposed by a mechanical composter of capacity of 350kg/day…………..
It has submitted approved layout plan from Senior Town planner vide letter no. 1406 STP(L)/LA-23 Dated 26-08-2025. As per site plan submitted by the project proponent, the built up area of the project will be, (312052+35011)*2.1 (considering maximum FAR of 1:2.1 for residential plots) + 8970*3 (considering maximum FAR of 1:3 for commericial plots) + 23714*1.5 (considering maximum FAR of 1:1.5 for school) = 791313 square feet OR 73553 square meter……………
The project proponent has to install rain water harvesting system, the runoff will be harvested via rain water harvesting pits and the roof runoff will be recharged directly to the ground. K. The project proponent has proposed to install 01 no. D.G. set of capacity 125 KVA with canopy and adequate stack height. L.. The treated wastewater will be utilized for flushing and landscaping purposes. The remaining treated water will be disposed of into the municipal sewer…………………..
. The proposed site was visited by Er. Manraj Singh Randhawa, AEE on 16.01.2026 and it was observed that: - a. The site of the project is located in Vill Thakkarwal, Ludhiana. b. The project proponent has not yet started construction work at site. c. No Commercial space Construction has been started. d. The internal roads have been constructed at site. e. The project proponent has earmarked the boundary with the construction of a boundary wall. f. The site for the STP has been specified by the project proponent and mentioned in the Layout plan. g. However, there is no MAH, air polluting industry, rice sheller, stone crusher, saila plant, cement plant, grinding unit, hot mix plant, CBWTF falling within a radius of 500 mtr from the boundary of the proposed site. h. It is pertinent to mention that the project proponent has submitted approved layout plan from Senior Town planner vide letter no. 1406 STP(L)/LA-23 Dated 26.08.2025, the project proponent has not submitted the CLU and the project proponent has informed that the approved layout plan from the STP is enough documentary proof that the site falls in residential zone……………..
It is pertinent to mention here that MoEF, Northern Regional Office, Chandigarh vide its letter no. 205 dated 15/4/2019 has clarified that the projects with a land area of less than 50 ha but a built-up area of more than 20,000 sqm may be appraised as per provisions of Schedule 8(a) of the ElA Notification, 2006 as amended from time to time. ……………..
In view of the above, the built up area of the project is more than 20,000 square meter and is required to obtain Environment Clearance. Further, the project has failed to submit any document regarding its site classification as prevailing master plan of the area so that the applicability of siting guidelines can be decided…………..
In view of above, it recommended that show cause notice for refusal of CTE may be issued to the project along with personal hearing before Competent Authority of the Board…………….
