Ltd., Village Ballomajra, Tehsil Kharar, District SAS Nagar Ref: Application no.: 30768716 Dated: 15-01-2026 Present status It is submitted that the project proponent has applied for obtaining fresh consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Ready Mix Concrete @ 60 m3h having raw materials such as Cement @ 20.0 T/day, Sand @ 75.0 T/day, Coarse Aggregates @ 105.0 T/day, Concrete Admixture @ 250.0 Kgs/day, Water @ 15.0 KLD, along with requisite documents. Fee details The project proponent has deposited Rs. 11300/- vide receipt no. 540269867 dated 18.11.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the project proponent is adequate for one year against the total project cost of Rs. 5,37,00,000/- Project Overview 1. The project proponent has submitted an undertaking which is reproduced as under: “I, Daljit Singh, Authorized signatory of M/s Gillco Developers & Builders Pvt. Ltd. having its registered office at SCF no. 53-54, sector 127, Gillco Valley, Kharar, Distt. SAS Nagar, do hereby undertake as under: 1. That the company is developing a Group Housing and commercial project namely “Gillco Meraqui” at village Ballomajra Distt. SAS Nagar under LIC no. 72/2025, issued by GMADA. 2. That this company required to install/operate RMC plant for above project for construction of this Group Housing and Commercial Project. 3. That RMC plant for which CTE has been applied with PPCB, Mohali is only meant for construction of Group Housing and Commercial Project Gillco Meraqui at village Ballomajra Distt. SAS Nagar. 4. That the company will dismental this RMC plant immediately after completion of construction work of above said project.” 2. The project proponent has submitted a land use classification according to which site falls under mixed land use-1 issued by District Town Planner, SAS Nagar vide no. 1917/ਡੀਟੀਪੀ (ਐਸ.ਏ.ਐਸ. ਨਗਰ)/MP-24 dated 29.10.2025. 3. The project proponent has submitted a location plan of the project. 4. The project proponent has submitted a Memorandum of Association of M/s Gillco developers and Builders Pvt. Ltd. dated 26.11.2001 5. Manufacturing process Raw Material (Premix)  Batching  Mixing  Transporting  Placing  Compacting  Curing Water details The project proponent has proposed that the 15.5 KLD of water will be used for consumption purposes out of which domestic consumption will be of 0.5 KLD. Domestic effluent of quantity 0.4 KLD generated which will further be treated in septic tank and then disposed onto land for plantation. 15 KLD water consumption used for making of RMC which will be 100% consumed in process. Air details The project proponent has proposed to install one no. DG set of capacity 160 KVA equipped with canopy and stack of adequate height. Visit Report The site was visited by the undersigned on 12.01.2026. During the visit, it was observed as under: 1. The project proponent has established an RMC (Ready Mix Concrete) unit at the site; however, the unit is not yet operational. 2. One laboratory and a cement storage facility are located near the RMC unit. 3. One tubewell has been installed at the site for water consumption purposes. 4. The site boundary is adjoining the Gillco project area. 5. The RMC unit is a temporary structure and will be utilized solely for the development of M/s Gillco Meraqui at Village Ballomajra, District S.A.S. Nagar.As per the land use classification, the site falls under mixed land use-1 which is allowed for cement, sand and concrete mixing plant as per the zoning regulations of master plan. However, at the time of visit, it was found that residential area, i.e., flats of Gillco falls within 100 meters radius of the site at around 90-95 mtr. Recommendations Further, it is pertinent to mention here that the industry is required to maintain atleast 100 mtr distance from the nearest residential area. However, the site is suitable as per the master plan but not complying with general siting guidelines. Further, there are no such specific guidelines for in-house ready mix plant being a temporary structure. Also, this office has already sent separate noting on e-office no. 347133 in another matter for deciding the policy/stand for decision in such matter. As such, in view of the above, this office may be guided how to proceed in such cases where the builder intends/apply for obtaining NOC/consent for in-house ready mix plant within its premises. *Competency ~ Environmental Engineer
