It is submitted that the industry was granted CTE vide no. CTE/Fresh/SGR/2024/27498914 dated 02-01-2025 valid upto 01-01-2026 for establishment of a flour mill neart Village Maniana, Tehsil Moonak, District Sangrur for manufacturing of Wheat Flour, Maida, Suzi and Chokar@ 3.75 TPH installed capacity by using Wheat @ 3.75 TPH as raw material, as proposed. The manufacturing process involves in the proposed project is as under:- Raw Material , Cleaning , Separation , Humidity Control , Milling ,Purifier, Segregation into different products. Now, the industry has installed all its plant and machinery and has applied for obtaining fresh consents under Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 granted by the Board for the for manufacturing of Wheat Flour, Maida, Suzi and Chokar@ 3.75 TPH installed capacity by using Wheat @ 3.75 TPH as raw material The industry has also deposited consent fee of Rs. 84000/- (vide UTR no. ICICN12026011318860410 dated 13/01/2026) on account of consent fee under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 84000/- ( vide UTR no. ICICN12026011318864304 dated 13/01/2026) on account of consent fees under the Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 31/12/2035 as per Board's Office Order dated 29/10/2018 against as per the CA certificate of Rs. 473.9500122 (in lakhs) as per the NOC obtained by the industry. Accordingly, the site was visited by the Assistant Environmental Engineer Sh. Sandeep Singh on 29/01/2026 and contacted Sh.Saurabh Mittal (Representative of the industry). During visit, it was observed as under:- 1) The site of industry is located in the revenue estate of Village Maniana, Tehsil Moonak, District Sangrur 2) The industry has set up flour mill unit for manufacturing of Wheat Flour, Maida, Suzi and Chokar@ 3.75 TPH installed capacity by using Wheat @ 3.75 TPH as raw material 3) The industry has installed all of its plant and machinery. During visit, the plant was not in operation. 4. The industry has following machinery installed in the flour mill plant:1. Roller Body-6 no., 2. Purifier Machines- 2 no., 3. Bran Finisher-1 no., 4.Plant Shifter- 3no., 5.Scourer-2no. ,6. Dampner-2no. , 7. High Pressure Fan:1no.(60 HP), 8. Low Pressure Fan-6 no., 8. Jet Filter-1 no., 9. Atta Chakki machines -4 no. 5) The industry has installed Jet Filter as APCD, which are integral part of the process’s plant and machinery. 5) The industry has not installed any DG set. 6) There will be no generation of trade effluent from the process. 7) There is a generation domestic effluent with water consumption details as 1 KLD and wastewater generation details as 0.8 KLD. The industry has provided septic tanks for treatment of domestic effluent. The treatment waste water is now being discharged onto land for plantation. 8.It is pertinent to mention here that the industry has not install any boiler/furnace or any other source of air pollution.9. The industry The industry has submitted DTP report(copy attached) vide no. 1670 dated 04/12/2024 and as per report the site is having 13 Kanal 16 marle area and site falls within the notified local planning area of Moonak and the master plan of the same is yet to be prepared. The flour mill activity is allowed in the premises. 10. During visit, it was observed that no MC limit, village lal lakir and phirni falls within periphery of 100 meters of site.
Hence, in view of above, it is recommended that Consent to Operate under the Water(Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act,1981 be granted to the industry upto 31/12/2035 for manufacturing of for manufacturing of Wheat Flour, Maida, Suzi and Chokar@ 3.75 TPH installed capacity by using Wheat @ 3.75 TPH as raw material under Green Category,
Competency-Environmental Engineer.
Subject to following Conditions: 1. The industry shall not carry out any activity which comes under the ambit of orange or red category. 2. The industry shall abide with zoning regulations of the area as and when notified by the concerned department.3. The industry shall not generate and discharge any kind of trade effluent from its process, only domestic effluent will be discharged onto land for plantation after its treatment passing through septic tank. 4. The industry shall obtain permission from CGWA for abstraction of ground water and comply with the guidelines issued from time to time. 5. The industry shall not carry out any expansion in the unit without obtaining prior permission of the Board. 6. The industry shall not carry out any wet process in the unit without obtaining prior permission of the Board. 7. The industry shall not use any fuel by installing boiler, DG set, furnace, etc. without obtaining permission from the Board. |
