It is intimated that the project is a Small Scale Green Category Building and Construction Project. The Project Proponent (PP) is developing a residential project namely “South Park Street-1” at Village Ayali Khurd, HB No. 153, District Ludhiana, Punjab.
The Project Proponent has applied for Consent to Establish (CTE) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The Project Proponent has deposited CTE fees amounting to ₹4,700/- vide online receipt no. 8371009 dated 17.10.2025 against a capital investment of ₹97 lakhs, which is adequate for one year.
As per the approved plan issued vide Letter No. 1175 STP(L) LA-23 dated 11.07.2025, the project is being developed over a total site area of 4065.43 sq.m with a proposed built-up area of 2733 sq.m. The estimated population to be accommodated is about 684 persons.
As per the feasibility report, the total water requirement for the project is 12 KLD, out of which approximately 10 KLD of wastewater will be generated. The same is proposed to be treated in a 15 KLD capacity Sewage Treatment Plant (STP). The project will generate approximately 137 kg/day of municipal solid waste, for which a mechanized composter of capacity 60 kg/day shall be provided.
The site was visited by the undersigned on 27/01/2026 and the following observations were made:
1. The site is located in Village Ayali Khurd, District Ludhiana.
2. Construction work has been initiated at the site.
3. Project proponent has already provided a pipeline from the project site to the karnal technology land which is at the distance of about 91 meters along the road.
4. The Project Proponent has submitted a copy of the agreement of 60 months and land ownership documents for temporary disposal of excess treated wastewater onto land measuring 8 kanals for irrigation purposes, as per Karnal Technology, till the sewer connection is obtained.
Occupancy and Water Budget Calculations:-
The total estimated population of the project is 684 persons, comprising 456 persons on ground floor (1367 sq.m @ 3 sq.m per person) and 228 persons (1367 sq.m @ 6 sq.m per person). The permanent population consists of 68 persons (10%), while the floating population is 616 persons (90%).
The total water demand for the project is 12 KLD. The PP has estimated sewage generation as 10 KLD, which shall be treated in a 15 KLD STP comprising a collection tank, MBBR reactor, tube settler, clear water sump, and sludge drying beds.
The PP has proposed reuse of 7 KLD of treated water for flushing purposes. The remaining 3 KLD of treated wastewater shall be discharged onto land for irrigation as per Karnal Technology, on a temporary basis, till sewer connectivity is provided. Copies of the agreement and land documents have been submitted by the PP.
During the operational phase, the total solid waste generation is estimated at 137 kg/day. The PP has proposed installation of a mechanized composter of 60 kg/day capacity.
Keeping in view the above, it is recommended that the application for Consent to Establish be granted for a period of one year, subject to special conditions as deemed appropriate.
