The Project Proponent was granted ‘Consent to Establish’ / NOC from pollution angle vide no. CTE/Fresh/LDH3/2022/18268274 dated 16.05.2022 for establishment of an affordable Group Housing Project in an area of 73 kanals 14.67 marlas bearing khasra no: 25// 3(5-0), 4(8-0), 5(8-0), 6(7-18), 7(3-7), 8(3-2), 24//1/1(4-16), 1/2/1(1-5-2/3), 9(5-4), 10(8-0), 11(7-11), 12/1(4-4), 19/2(3-0), 20(3-0), 22/1(1-7) in the revenue estate of village Balloke, Tehsil Ludhiana West, District Ludhiana alongwith discharge of treated domestic effluent @ 301 KLD into GLADA sewer, 41 KLD onto land for plantation and 248 KLD for reuse in flushing purpose after treatment through STP, subject to conditions mentioned therein.
Thereafter, the Project Proponent ‘Consent to Establish’ / NOC was extended vide no. CTE/Ext/LDH3/2023/20897302 dated 27.02.2023 for period upto 19.01.2024 and then vide no. CTE/Ext/LDH3/2024/24741739 dated 20.03.2024 valid upto 18.01.2026.
Now, the Project Proponent has applied for further extension of ‘Consent to Establish’/ NOC for extension. The project proponent has deposited Rs. 72,000/- vide receipt No. 551397986 dated 20.01.2026 as NOC regularization fee, which is adequate for one years for project cost of Rs. 192.21 crores.
The Project Proponent has already submitted layout plan approved by the Senior Town Planner, Ludhiana vide letter no: 679- STP(L)/TW8-R dated 13.03.2020. As per this layout plan, total site area is 37299.876 sq. meters & proposed Green area is 7507.285 sq. meters.
The Project Proponent has also submitted copy of the Environmental Clearance dated 13 Jan, 2021 granted to it vide proposal no. IA/PB/MIS/184493/2020
The Proposed site was visited by undersigned on 29.01.2026 and it was observed as under:
1. Civil work has been completed and finishing work was going on at the site.
2. 04 towers are almost ready for occupancy and the PP has informed that they are in the process of obtaining partial completion for the same and will soon apply CTO for the same.
3. Water requirement at site is met through mobile water tankers. No labour is residing at site.
4. Sewer line of GLADA leading to STP Balloke passes adjacent to the proposed site of residential colony and work related to installation of new sewer line by GLADA has been completed. The residential colony is located at a distance of about 630 m from STP Balloke.
Keeping the above in view, it is recommended that extension in ‘Consent to Establish’ may be granted to the Project Proponent for one year for establishment of an affordable Group Housing Project in an area of 73 kanals 14.67 marlas in the revenue estate of village Balloke, Tehsil & District Ludhiana alongwith discharge of treated domestic effluent @ 301 KLD into GLADA sewer, 41 KLD onto land for plantation and 248 KLD for reuse in flushing purpose after treatment through STP, subject to suitable conditions along with following special conditions:
A) The Project Proponent will comply with all the conditions imposed by the District Town Planner vide his memo no: 3342 dated 23.10.2019.
B) The Project Proponent will comply with all the conditions imposed in the Environmental Clearance granted by the Ministry of Environment, Forest and Climate Change, Government of India vide no: F.No. 21-98/2020-IA-III dated 13.01.2021.
