File Note: It is submitted that the project is a residential cum commercial colony and was granted NOC (CTE) vide no. CTE/Fresh/FZL/2025/27713492 dated 17/02/2025, valid till 16/02/2026, for development of Residential cum commercial Colony under the name & style of 'J.S CITY' being developed by M/s J S Enterprises in 21.10 acres having 371 no. Residential Plots, 37 no., EWS plots and 31 no. Commercial shops, subject to the special conditions reproduced as under:1. The consent to establish (NOC) is being granted for the development of the residential colony in the revenue estate of village Alamgarh, located Near DPS Public School, Ganganagar Road, Abohar, District Fazilka in an area of 21.10 acres for development of 371 no. Residential plots, 37 no., EWS plots and 31 no. Commercial shops and in case any of the documents submitted by the project proponent are found forged/incorrect, the consent to establish granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent in the matter……………….. 2. The project proponent shall ensure that the total built-up area (FAR basis) of the project remains less than 1,50,000 Sqm and in case, the built-up area exceeds 1,50,000 sqm or built-up area of any individual plot is more than 20,000 Sqm, then the project proponent shall be bound to obtain environmental clearance as required under ElA notification dated 14/9/2006………………. 3. The project proponent will install the STP of adequate capacity simultaneously with the commissioning of the project……………… 4. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for flushing purposes by providing dual plumbing line and / or for watering of green areas in the project premises and the remaining effluent to be discharged into MC sewer as per the permission obtained from MC, Abohar vide letter no. 571 dated 31.01.2025…………………… 5. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016…………………….. 6. The project proponent shall also develop the vermi-composting /composting to manage the biodegradable solid waste and shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies……………………... 7. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic…………………… 8. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises…………………… 9. This consent to establish is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required……………………. Now the PP has applied for obtaining extension in Consent to Establish (NOC) under the Water Act, 1974 and Air Act, 1981. The details of the case are as under: (i) The PP has submitted Rs ₹18000/- vide UTR/Receipt No. 262479384 dated 12.01.2026 as NOC extension fee which is adequate for 1 year…………..(ii) The PP has given a request letter vide no. JS/2026/NOC/Renew/02 dated 09.01.2026 in which it has been mentioned that the work of the colony has not been completed and has requested for NOC extension. ……………….. The site of the colony was visited by Er. Harblisterjeet Singh AEE on 29.01.2026 and it was observed as under: (i) The site of the project falls on the link Road connecting to the Abohar-Ganganagar Road, Abohar, District Fazilka, within limits of MC Abohar. The project proponent has carried out boundary wall at site…………… (ii) The construction work is undergoing in the colony. The PP has constructed two offices at the main gate of the colony and no houses have yet been constructed.…………….. In view of the above, if approved, it is recommended that extension in Consent to Establish (NOC) may be granted to the project proponent for one year under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, for development of Residential cum commercial Colony under the name & style of 'JS CITY' being developed by M/s J S Enterprises in 21.10 acres having 371 no. Residential Plots, 37 no., EWS plots and 31 no. Commercial shops, subject to the same specific conditions as imposed in the original NOC, please …………… Note: Agenda could not be generated due to server showing error each time .
