• The industry is a medium scale orange category unit.
• Earlier, the industry was granted consent to establish (NOC) for Expansion under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 dated 16/02/2023 valid upto 15.02.2024 for manufacturing of Steel Ingots @ 98000 MT/Year by using Iron Scrap, Pig Iron, Sponge and Iron, Ferro Alloys @ 105376 MT/Year as raw material.
• Thereafter, the industry was granted consent to establish (NOC) for Extension under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 dated 20/05/2024 valid upto 19.05.2025.
• Thereafter, the industry was granted varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 dated 08.01.2025 valid upto 07.01.2026 with special conditions that:-
1. The industry shall submit the exemption certificate from DOF to the effect that fresh SAC approval for expansion is not required as it already had approval from DOF / site appraisal committee vide director of factories, Punjab letter vide no.1303 dt.3-2-2010.
2. The industry shall install secondary collection system within 6 months.
3. The industry shall comply with the conditions of environmental clearance granted to it.
4. The industry shall obtain varied consent before commissioning of rest of machinery as proposed in EC.
5. The industry shall connect its Online Continuous Monitoring System with Board server within one month. .
• Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board.
• The industry has submitted letter no. 146 dated 19.02.2026 from Deputy Director of Factories, Circle-1, Jalandhar written to the industry “It is hereby intimated that kindly refer letter no. SAC/4/13/Gen/7641-66 dated 06.09.2013 issued by Director of Factories, Punjab regarding exemption from SAC approval. Further, on the basis of letter no. MTP/315 dt. 14.05.2024 for the land specified, SAC is exempted as it falls under industrial zone.”
• The industry has provided OCEMS at the stack and same is connected with the PPCB server and is operational.
• The industry has submitted point wise status of compliance of AEA/CER Activity.
• As per general condition no. XI (vi) of the Environment Clearance granted to the industry by Ministry of Environment & Forests, Government of India New Delhi vide their letter No. IA-J-11011/ 26/ 2022-IA-II(IND-I) Dated 26.02.2024, the industry has submitted point wise compliance of the conditions of Environment Clearance and has submitted Half Yearly Compliance Report for the reporting period 01 April to 30 September to The Director, Govt. of India, MOEF, Northern Regional Office, Chandigarh. • The industry has submitted feasibility report of primary and secondary air pollution control unit and has also submitted completion certificate of secondary APC system for induction furnace dated 06.10.2025 from M/s Eros Envirotech Pvt Ltd, Ludhiana Punjab. Further, Boards vide its letter no. 450 dated 08.10.2025 in point 4(c) has mentioned that “the industry (induction furnace units) has to obtain a design for retro fitting in its existing unit from Punjab State Council for Science and Technology, Chandigarh for the adoption of any one of the technologies mentioned in sub para b) above”. In reference to this the industry has requested to Punjab State Council for Science and Technology for drawing of Secondary Collection System for 10 MT induction Furnace vide letter dated 20.01.2026 in which mentioned that “With reference to the circular issued by the Punjab Pollution Control Board (PPCB) for Induction Furnace and Steel Industries, wherein it is stipulated that the industry shall install a secondary collection system, we respectfully seek your guidance in this matter. In this regard, we request you to kindly provide the standard drawing/layout of the secondary collection system suitable for a 10 MT induction furnace, so that the same may be implemented in accordance with the prescribed norms and regulatory requirements.”
• The industry has submitted compliance report of the previous granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
• The industry has submitted analysis report of Ambient Air, Noise Monitoring and Ground Water carried out by M/s Chandigarh Pollution Testing Centre and all the parameters mentioned in the reports are found within the permissible limits.
• The industry was granted environmental clearance vide identification No. EC23A1010PB5892517N dated 26.02.2024 under the provisions EIA notification 2006.
• The industry was visited by Er. Deepak Chadha, EE alongwith undersigned on 25.02.2026 and it was observed as under:-
1. The industry was in operation during visit and is engaged in manufacturing of Steel Ingots.
2. The industry has earlier replaced 1 no. Induction furnace of capacity 07 TPH with 10 TPH with bag filter house as APCD. The industry has submitted adequacy certificate of APCD attached with furnace issued from PSCST, Chandigarh vide No. PSCST/TFD/250 dated 30.10.2024. The air emission sample of the industry was collected on 24.07.2025 and as per analysis report, the results of particulate matter is found @ 70 mg/nm3, which is found within the prescribed limits of the Board. The industry has maintained record of energy meter provided with APCD.
3. The industry is yet to install other furnace of capacity 10 TPH for which EC is already obtained.
4. The present production capacity of the industry is 55000 MT/Annum from one furnace of capacity 10 TPH. The present production capacity of the industry is less than 60000 MTA, which is exempted from Environmental Clearance as per notification dated 07.06.2024.
5. The industry has installed 1 no. D.G set of capacity 200 KVA with canopy.
6. There is no source of trade effluent generation and only domestic effluent is being discharged onto land for plantation after treatment with STP. The industry has provided flow meter at the outlet of the STP and maintaining record of its operation. The effluent sample of the STP was collected from final outlet of STP and sent to Boards lab for analysis and the report of the same is awaited. Cooling water is being re-circulated by the industry.
7. The industry has provided separate room for the storage of hazardous waste generated at site and is maintaining the record of generation and disposal of hazardous waste.
8. The industry was granted authorization under Hazardous Wastes (Management, Handling & Transboundary Movement) Rules, 2016 which is valid upto 21.12.2030.
In view of the above, it is recommended that:-
1. Renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.09.2031 after correlating with analysis report with usual conditions as per policy of the Board and with special condition that the industry shall comply with the conditions of environmental clearance granted to it.
2. Renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2031 with usual conditions as per policy of the Board and with special condition that the industry shall comply with the conditions of environmental clearance granted to it.
