It is submitted that the industry is a Small-scale unit and has applied for obtaining Consent to Establish (NOC) under the provisions of the Water Act, 1974 and the Air Act, 1981 for sent up a new unit for manufacturing of Steel Forgings @ 14 MTD by using raw material as Steel Ingot @16 MTD.
Project Report:
The industry has also submitted the brief project report, wherein, it has mentioned that the total project cost for the proposed Project is Rs. 889.38 lakhs with value of plant & machinery are Rs. 450.00 lakh. Accordingly, the industry has deposited NOC fee of Rs. Rs. 18,000/- vide online receipt no. 736617703 dated 20.02.2026, which is valid for 01 year as per circular dated 29/10/2018.
Manufacturing Process:
The industry has submitted the manufacturing process, which is as under: Raw Material > Heating in reverberatory furnace> Forgings > Final Product.
Site Suitability:
The industry has submitted principal approval letter vide certificate No. 2601152212 dated 17.02.2026 regarding the site of the industry located at revenue of Village Kumbh, Tehsil Amloh, Mandi Gobindgarh, Fatehgarh Sahib and the site falls under industrial land use zone as per notified master plan of Mandi Gobindgarh. The site of the industry is suitable for the proposed project.
Applicability of EIA notification dated 14/09/2006
The subject cited industry is not covered under EIA notification 2006 Notification dated 14.09.2006.
PWRDA Permission
The industry has mentioned the ground water extraction @ 0.4 KLD however, the same needs to be as per the consumption. Considering 30 working days in a month, the ground water extraction will be 12 KL/month. As such, the industry does not require to obtain permission for abstraction of ground water from PWRDA.
Visit:
To verify the contents of application the industry was visited by Officers of this Office on 25.02.2026. During visit, it was observed as under:
1. The proposed site of the industry falls in the revenue estate of Village Kumbh, Tehsil Amloh, Mandi Gobindgarh, Fatehgarh Sahib.
2. The proposed site for the industry is presently a vacant plot of land, having brick boundary wall approximately 7 feet Hight.
3. No water will be used in the process; hence no trade effluent will be generated.
4. Domestic effluent is being discharged on to land for plantation after passing
through septic tank.
5. The industry has proposed to install Box Type heating furnaces@16 MTD and 2 no. Hammer of capacity 3.0 Ton & 2.0 Ton using PNG as fuel.
Recommendation
In view of the facts mentioned above, if approved, it is recommended Consent to Establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing Steel Forgings @ 14 MTD by using raw material as Steel Ingot @16 MTD, may be granted to the industry for one year with suitable conditions.
