It is intimated that the industry is a medium scale orange category unit and was granted consent to operate Under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH2/2024/26407190 dated 06/08/2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH2/2024/26407208 dated 06/08/2024 both valid upto 30/09/2029 for manufacturing of Rounds, bars, Flats and Squares @ 187 Metric Tonnes/Day.
Earlier, a complaint was received against the industry regarding black smoke. Accordingly, the industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 22.10.2024 w.r.t show cause notice for cancellation of consent to operate granted under the Air Act, 1981 alongwith notice to issue directions u/s 31-A of the Air Act, 1981.
Further, after observing continuous thick black smoke from the stack of unit, the site of industry was visited by the officers of the Board on 28.07.2025 and found some non compliances. Therefore, directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 were issued vide Board’s letter no. 4026 dated 30.07.2025 for closure of the unit alongwith encashment of Bank guarantee amounting Rs. 1 lac. Accordingly, PSPCL authorities vide letter no. 4028-29 dated 30.07.2025 were directed to disconnect electricity supply available with the industry. Further, Consent to Operate under Air Act,1981 was revoked vide Board’s letter no. 4024-25 dated 30.07.2025.
In compliance to hearing decisions, electric connection of the industry was disconnected by the PSPCL authorities vide TDCO No. 1806 dated 31.10.2023. Further bank guarantee amounting Rs. 1 lac submitted by the industry was encashed vide R.no. 5611/52 dated 27.08.2025.
After making compliance, the industry was granted 'Consent to Operate' under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH2/2025/29494667 dated 19/09/2025 valid upto 18/03/2026.
Now, the industry has applied for fresh consent to operate under Air Act, 1981 alongwith requisite document. The industry was visited by the RO AEE Ishmanjot Singh on 25.02.2026 and it was observed as under:
1. The industry was in operation during visit and engaged in manufacturing of steel bars from billets.
2. The industry has installed re-heating furnace of capacity 10 TPH with wet scrubber as APCD for control of emissions generated from furnace.
3. The industry has upgraded its motor and nozzles for wet scrubber.
4. The industry has provided separate energy meter with APCD. The industry has maintained the record of APCD energy meter reading and consumes around 100 kWh daily.
5. The industry is using LSFO which is permitted under the Fuel policy notified vide no. 10/64/2020-STE4/469 dated 04.10.2023 and the industry has provided a purchase bill of the same from HPCL dated 06.02.2026.
6. The industry has installed CCTV cameras pointing towards outlet of stack and fuel feeding points and the access is provided to PPCB.
7. Now, the industry has submitted a feasibility report cum design report of wet scrubber installed by the industry issued by PSCST, Chandigarh according to which APCD is capable to achieve the prescribed standards of the Board.
8. The industry has submitted sample report of sample collected from NABL approved lab on 06.02.2026 from port hole of stack attached to APCD of furnace. As per the analysis results, SPM is reported as 57.2 mg/Nm3 against the prescribed standards of 150 mg/Nm3.
9. There is no generation of trade effluent and cooling water is being re-circulated. Domestic effluent is being discharged into sewer.
10. No black smoke was emanating from the stack and clear emissions were observed at the time of the visit.
11. The industry has installed environmental data board outside the premises with updated information including consent status. 12. The industry has installed 01 D.G set of capacity 20 KVA equipped with canopy and adequate stack height.
13. The industry has valid authorization under hazardous waste upto 03/08/2027 for category no. 35.1 @ 0.840 T/Annum and 5.1 @ 0.015 KL/Annum.
14. The industry has lifted the Hazardous Waste (Category 35.1 - Exhaust Air/Gas Cleaning Residue) @ 1331.86 kg on 13.08.2025 to TSDF Nimbuan vide no. 56936. 269.68 Kgs was lying in hazardous waste storage room during visit. The industry has sent an e-mail to TSDF for lifting of the hazardous waste stored at site.
15. The site of the industry falls in Industrial Zone as per approved Master Plan, Ludhiana.
16. The industry has submitted Bank guarantee of Rs. 5 lacs bearing no. 034GT02252620005 dated 19.09.2025 valid upto 18.09.2026 in Regional Office .
It is pertinent to mention here that MoEF/CC vide notification no. SO 2215 (E) dated 07.06.2024 has exempted stand-alone rolling or re-rolling mills or extrusion or forging or piercing or drawing units not involving any type of melting or pickling, from obtaining Environmental Clearance under EIA Notification, 2006
It is further submitted that vide office memorandum no. 428 dated 23.09.2025 among other decisions the Board has decided as under: “The Bank Guarantee be returned and /or permanent restoration be allowed on compliance of specified violation or submission of necessary document based on single site visit subject to decision of the Competent Authority.”
Keeping in view of above may if approved:
1. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry 31.03.2030 with special condition that the industry shall get its stack emissions samples analyzed from Board’s lab within one month. (Competency – Chief Environmental Engineer).
2. Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981. (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL Authorities for restoration of electric supply permanently. (Competency – Hon’ble Chairperson of the Board).
